Context

Staff members of the International Organization for Migration (IOM) are represented by the Global Staff Association (GSA). The GSA aims to safeguard the collective and individual rights and interests of IOM staff members globally, promote their welfare, resolve issues arising between IOM staff members and the Administration, and advocate with the Administration for changes that will benefit IOM staff members and the Organisation as a whole. In 2017, IOM created the Global Staff Association Committee (GSAC) to replace the Staff Association Committee in Geneva and to act as the executive body of the GSA. GSAC members and the Chairperson were elected in 2018, 2021 and again in 2024.ย  Through its work, GSAC seeks to advocate for and protect the rights of IOM staff globally as well as contribute toward engendering policy change and associated practices to benefit both staff and the Organisation.ย  ย 

Under the direct supervision of the GSAC Chairperson, as well as through engagement with the GSAC Bureau, GSAC Regional Representatives, and GSAC Secretariat, the Programme Officer (GSAC) will be responsible for technical, procedural,ย administrative and logistical support to the GSAC Chairperson and GSAC Secretariat, including individual queries processing, coordination with National Staff Associations (NSAs), theย management ofย GSAC shared mailboxes, organization and coordination ofย meetingsย and events, presentingย specific topics, the management of the GSAC case management system, and development of programme specific, administrative and other requiredย documents and materials.

Provide technical, procedural, administrative and logistical support to the GSAC Chairperson and the GSAC Secretariat in coordination with the GSAC Regional Representatives. Distribute general information and GSAC documents to IOM staff members, providing guidance and advice as required.ย Provide support to the Committee and GSAC thematic subcommittees on information requirements and outreach activities, and draft or provide inputs for the development of documents and instructions for awareness raising, outreach and advocacy purposes, as well as GSAC overall strategy development and implementation.ย Oversee the management of GSAC shared mailbox accounts, respond to queries and correspondence, often of a sensitive, confidential or technical nature; undertake activities related to procurement, recruitment and SharePoint database maintenance.ย Organize and coordinateย GSAC meetings (internal, retreats, trainings to National Staff Association Committee (NSAC) members, AGM/JAGSAC), including preparation of presentations and agendas, drafting position papers and talking points, presenting specific topics, and preparing meeting minutes.ย  ย Support staff members worldwide who seek GSAC Support, provide guidance via Case Management System, including directing them to appropriate parties and facilitate contacts as required. Provide guidance and advice to the Administrative Assistant in administering the GSAC Case Management System (CMS).ย Prepare data reports and analyses of cases and queries received by GSAC from GSA members. Participate in the working group discussions on CMS improvements, collecting input from GSAC Regional Representatives, and liaise with the system provider on updates and developments.ย Support the GSAC Secretariat in responding to the Federation of International Civil Servantsโ€™ Associations (FICSA) membersโ€™ queries and surveys regarding IOMโ€™s rules and practices.ย Oversee and coordinate the processing of the membership requests with the HR focal points globally, responding to ongoing requests.ย Organize and coordinate the preparation of special events, such as GSAC or stakeholdersโ€™ conferences, webinars, or social gatherings, managing logistics, registrations, and participant communication.ย Undertake ad hoc tasks as needed, such as holding thematic presentations, or assisting with special projects.ย Perform such other duties as may be assigned

Education

Masterโ€™s degree in Public Administration, International Relations, Human Resources Management, Development Studies, or a related field from an accredited academic institution, with two years of relevant professional experience, or;ย University degree in the above fields with four years of relevant professional experience.ย 

Accredited Universities are those listed in theย UNESCO World Higher Education Database.

Experience

A minimum of two years of progressively responsible professional experience in personnel or administration management, or a related area of relevance for the work of a staff association;ย  ย Proven work experience with staff representation and liaising with a variety of different stakeholders;ย Proven experience in facilitating meetings and training events; and,Work experience in a staff association of the United Nations (UN) system a distinct asset.ย 

Skills

Recordkeeping and reporting, development of guidance documents and communication materials;Good knowledge of UN administration management;ย Good knowledge of IOM HR rules, regulations and procedures; and,Knowledge of IOM financial rules and regulations.

Languages

IOMโ€™s official languages are English, French and Spanish.ย All staff members are required to be fluent in one of the three languages.

For this position, fluency inย English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
