Background
The United Nations Development Programme (UNDP) works in 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. In Ukraine, UNDP has been working since 1993 with the Government and local authorities, with partners across the UN system, with civil society and with local communities to help identify and develop targeted solutions to the countryโs development challenges.ย We work in close collaboration with several key ministries, departments and agencies in a robust, integrated manner in three thematic priorities/portfolios: Inclusive Development, Recovery and Peacebuilding, Democratic Governance, and Energy and Environment.
Since 24 February 2022, complex humanitarian, development, and peace challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. In April 2022, UNDP launched the Resilience Building and Recovery Framework for Ukraine grounded in working in close partnership with various government and development partner. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced.ย
In this context, UNDP, within the framework of its Resilience Building an Recovery programme is recruiting a professional with relevant experience and a track record for the position of a Programme M&E Analyst.ย
The Programme M&E Analyst works in close collaboration with Programme staff, other staff of the Unit, operations team, Programme and projects staff in the CO and other UN agencies staff for resolving programme-related issues and information delivery.
Under the guidance and direct supervision of the Team Leader, Strategic Planning, Partnerships (SPP) and RBM, the Programme M&E Analyst beyond ensuring the effective implementation of monitoring and evaluation policies, works with the programme portfolio team to align evolving new programmes and projects in Ukraine with the UNDP monitoring framework. The incumbent endeavors to introduce innovative monitoring and evaluation tools to enable data collection and analysis from new programmatic activities, particularly where data are novel or untested, becomes critical in measuring and demonstrating UNDPs ongoing relevance and performance. S/he supports the application of innovative tools and RBM methods in the country office and projects by supporting programme colleagues and collaborators in identifying meaningful indicators and applying innovative approaches to data generation and reporting. ย In addition, the incumbent supports the design, planning and management of the country programme.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
ย
1.) ย Contribute to the formulation and implementation of programme strategies and policies.
ย ย Provide inputs to thorough analysis of the political, social and economic situation in the country; provides collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD), Integrated Work Plan (IWP) and other strategic documents. Contribute to monitoring, evaluation and reporting on the results of UNSDCF/ CPD in collaboration with Programme teams and other UN agencies.ย Ensure development and implementation of relevant programme, M&E Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes. Establishment of the mechanisms to track use of RBM tools and maintenance of RBM database. Analyze and synthesize proposals in assigned programme areas based on evidence and data collected. Present information/ reports for identification of areas for support and interventions.ย ย2.) ย Participate in effective management of the CO programme through the support to the monitoring and evaluation function, focusing on quality assurance and risk management from formulation to implementation of the country programme.ย
ย ย Provide input to design and formulation of CO programmes, translate UNDP priorities into local interventions/ .ย Ensure that design and formulation of programme considers societal digital technology risks and opportunities and other future signals. Support establishing process and tools for planning, and monitoring of the country programme;ย Ensure digital technology solutions in programme implementation are managed towards scalability and sustainability in line with UNDPโs digital standards. Ensure effective application of results-based management tools and track achievement of strategic results. Ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact.ย Provide inputs to trends analysis for future informed and anticipatory programming. Support preparation for audits and the implementation of management responses. Prepare inputs and provide clearance of reporting, including donor and corporate reports. Support the rollout of new initiatives and programmes including through presentation of the projects to pre-PAC, substantially contribute to the formulation of results and resources frameworks, streamline RBM principles in project design.ย 3.)ย ย ย Provide effective support toย Monitoring and Evaluation of the CO programme:ย ย Example of Duties: Support preparation and implementation of the Programme Monitoring and Evaluation Plan, capturing qualitative and quantitative aspects, according to the project annual work plans and log frames and in line with the UNDP quality standards. Provide technical advice to ensure that a set of performance indicators is identified for the Country Office and individual projects and adjusted as necessary, in the context of the multi-year and annual M&E Plans, as well as the Annual Work Plans; Ensure that monitoring systems are properly designed, provide technical advice on relevant monitoring tools and data collection methods, including design and budgeting of data collection exercises.ย Ensure that information and data is captured, documented, analysed and reported in a results-based and timely manner through policy briefs, narrative internal and external reports; Conduct regular field visits and ensure that data and analysis from the field is coordinated and standardized across UNDP Ukraine. Support the development, design and execution of a comprehensive information management systems and tools for project and programme planning and reporting. Ensure that evaluations, assessments and other M&E products are designed and implemented in accordance with established UNDP quality standards, and the results are disseminated in a timely manner to stakeholders in order to improve performance and contribute to wider learning. Provide technical support to programme team and senior management in planning and management of thematic, country programme/project M&E activities and evaluations; follow up on implementation of evaluation recommendations. Ensure the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations; Ensure quality and timely evidence-based and results reporting to donors and partners, by drafting, facilitating and contributing to external and internal reports and other communication products, quality assurance and general coordination between the relevant components in provision of written products. Ensure quality contributions to the annual Results-Oriented Annual Reporting (ROAR), Annual Report and coordinated UNCT reporting, including provision of quality Programme data according to a predefined set of indicators. Provide support to effective risk management, identification and categorization of risks according to the corporate Enterprise Risk Management policies; support and substantially contribute to project social and environmental screening and quality assurance reviews;ย Provide M&E information for Quantum, Transparency Dashboard and other UNDP systems and platforms, as relevant.ย Support the maintenance of relevant databases, collection of best practices, lessons learned to be used for M&E and communication purposes. ย 4.) Ensure provision of top-quality advisory services and facilitation of knowledge building and management. ย Example of Duties: Identify and synthesize best practices and lessons learned directly linked to programme country policy goals. Organization of training for operations/projects/programme staff on monitoring, evaluation, reporting and knowledge management.ย Provide input so that policy advisory contributes to inclusive societal digital transformation and takes digital technology risks and opportunities or futures signals into account.ย Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms. Required Skills and Experience

Advanced university degree (master's degree or equivalent) in Public Administration, Economics, Sociology, Political Sciences, Social Sciences, Statistics, Information Management, or related field is required. orย A first-level university degree in the above- mentioned fields of study, (bachelorโs degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degreeยย ย ย ย ย ย Experience:
Up to 2 years (with masterโs degree) or minimum of 2 years (with bachelorโs degree) of relevant experience at the national and/or international level inย in data collection, monitoring, evaluation, reporting and/or knowledge management for development portfolios and projects.ย Experience with information management, data collection, visualization tools (Power BI, Kobo) is desirable.ย Experience in project implementation, knowledge of project cycle is desirable.
