Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Projects and Partnerships,ย and inย consultation with the Migration Health Officer (HAP) in IOM Viet Nam Country Office (CO) andย theย Regional Migration Health Adviser at IOMโs Regional Office for Asia and the Pacific, theย Programme Manager (Migration Health) will be responsible and accountable for coordinating, implementing, monitoring and reporting onย Migration Health Programming including technical cooperation, health promotion, emergency health preparedness and response and climate change migration and health.ย
Develop, implement, manage and oversee Migration Health projects in coordinationย with the COโs Programme Team, Regional Office for Asia and the Pacific (ROAP), Ministry of Health (WHO), World Health Organization (WHO) and other key partners.Supervise and provide technical expertise to COโs Migration Health project team, as well as in coordination with other relevant thematic areas to implement projects related to technical cooperation, migration health policy, health promotion, emergency health preparedness and response, health security and migration health and climate change (H2/H3).Oversee the implementation of One Health and Health Security projects in border provinces by providing technical expertise such as reviewing SOPs on multi-sectoral collaboration for public health emergency preparedness and response, and border health quarantine agreements with neighboring countries. Develop training curriculum for One Health taskforce members, and coordinate with government partners involved in the One Health project, as well as FAO, WHO, and other development partners.ย Organize and facilitate technical meetings, seminars, and national and international workshops in support of the national inter-ministerial Migrant Health Working Group (MHWG), by providing technical expertise and coordination support as the MHWG secretariat.Coordinate with Ministries of Health, neighboring IOM COs, as well as and COs along mobility corridors, WHO, UN agencies and other relevant stakeholders to organize and facilitate sub-regional and bilateral dialogues for public health, migrant health promotion, emergency preparedness and response and integrating health into regular pathways.ย Support the National Tuberculosis Control Programme (NTP), Viet Nam in strengthening community based migrant friendly approaches to TB as well as other strategic initiatives including cross-border referral systems, cross-border TB/HIV taskforces and facilitating policy dialogues and providing technical support to NTP and its partners. ย Liaise with other IOM units to support the development and implementation of cross-thematic programming, focusing on mainstreaming health promotion and technical cooperation into health assessment activities, integration of health considerations within regular pathways, Migration, Business and Human Rights, Immigration and Border Governance, Migrant Protection, Climate Change and Migration Policy.ย Represent COโs Migration Health Programme ย in relevant coordination meetings with partners, donors, UNCT Results Group on Inclusive Social Services, UN HIV/AIDS Thematic Group and other coordination meetings in public health.ย Ensure programme expenditures, budget forecasting, revision and periodic reports for donors on project delivery, including interim and final reports to donors.ย Develop and manage Public Health Research activities, collect and analyse relevant data and information on identified issues within the field of migration and health.ย Perform such other duties as may be assigned.Required Qualifications and Experience
Education
Masterโs degree in Medicine, Public Health, Nursing, Health Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experienceExperience
Demonstrated international level experience in the field of migration health programme development, implementation and technical cooperation;Operational and field experience in the implementation of migration health projects including project development, reporting and management;ย Knowledge and experience in supporting technical cooperation activities for health security and one health approaches;Experience working with governments, donor agencies, UN partners especially WHO and other international organizations; and,ย Experience in Viet Nam and/or Asia and the Pacific region is an advantage.Skills
Thorough understanding of project management cycle;ย Understanding of migration dynamics and their impact on vulnerabilities;ย Strong knowledge of project development and IOMโs Project Development Handbook is highly desirable;ย Demonstrated skills in monitoring and evaluation and data analysis; ย Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;ย Demonstrated ability to deliver quality assignments under tight timeframes;ย Ability to work independently, to follow leads and to be innovative in obtaining and triangulating information from a variety of sources; and,ย Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), and ability to adapt to virtual working modalities.ยLanguages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
