Org. Setting and ReportingThis position is located in the Business Facilitation Section, Division of Investment and Enterprise of the United Nations Trade and Development (UNCTAD). ResponsibilitiesUnder the overall guidance of the Director of the Division, reporting to the Chief of the Business Facilitation Section and in close coordination with the Team Leader of the Business Facilitation Program, the Programme Officer will be responsible for the following duties: โ€ข Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources related to business facilitation and improvement of public administrationโ€™s service. โ€ข Assists in policy development, including the review and analysis of issues and trends on eGovernment for business facilitation, preparation of evaluations or other research activities and studies. โ€ข Undertakes survey initiatives; designs business data collection and display tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. โ€ข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โ€ข Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โ€ข Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โ€ข Performs other duties as required. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, management, economics, technology, arts and creative sciences or a related field. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in the design and implementation of no-code online platforms for displaying business data is desirable. Experience of design and implementation of public administration services through complex eGovernment platforms is desirable. Experience of work with Formio and Keycloak applications is desirable. Experience of content development using generative AI and LLM-based coding agents is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Chinese (Mandarin) is desirable. Either Spanish or Arabic or Russian is desirable.
