The post is currently located in Damascus, within the UNDSS Syria Office and this duty station has been designated by the International Civil Service Commission as a \"D\" hardship and a non-family duty station. ResponsibilitiesWithin delegated authority, the Programme Management Officer will be responsible for the following duties: Under the direct supervision of the Chief Security Adviser in Syria, with additional supervision lines to Chief Security Adviser(s) in Lebanon, Myanmar and Afghanistan; the Programme Management Officer (Project Management) will manage the assigned extrabudgetary project across the four implementation locations in Syria, Lebanon, Myanmar and Afghanistan; and provide high-level technical support for the effective delivery and satisfactory implementation, monitoring and evaluation of multi-funded intervention project which will enable UNDSS to support humanitarian operations in project locations. As specific technical skills are required, the incumbent will also provide authoritative advice on project management, technical cooperation, resource mobilization and management of information tools necessary for the proper discharge and monitoring of the extrabudgetary project(s), including through ensuring the preparation of regular narrative reports and maintaining good working relationships with all key stakeholders, funding partner, Member States, United Nations entities and implementing partners. โข Ensures effective management, development, implementation and evaluation of the project (s) funded by Australia in all project locations - including through supporting the recruitment of personnel and support staff; procurement of allocated resources, monitoring and analyzing project; strengthening the in-house monitoring and tracking system; developing and reviewing relevant documents and reports; identifying problems and issues to be addressed, providing solutions and initiating corrective actions; liaising with relevant parties; ensuring follow-up actions โข Monitors delivery of outputs and progress of implementation of activities in accordance with the project agreement, the project logical framework and the work plans and ensures quality of outcomes, proposing necessary amendments as required; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; โข Liaises with all internal and external partners and clients. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Project Management Professional (PMP), PRINCE II or any other project management technical qualification is desirable. Work ExperienceA minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. At least two years of relevant experience working within the United Nations Common System or similar international organization or nongovernmental organization at the international level is required, out of which one year in a conflict, post-conflict or natural disaster setting. At least of two years of experience establishing and maintaining relationships with counterparts in United Nations entities, including the Secretariat and Agencies, Funds and Programmes, or similar international organizations is required. Experience in providing administrative or programmatic support to or in a field operation of an international organization is required. Experience in resource mobilization in an international organization is desirable. Experience in managing large project within an international organization or non-governmental organization is desirable. Experience in preparing reports to donors is desirable.
