Org. Setting and ReportingThis position is located in the United Nations Interim Force in Lebanon (UNIFIL). The position is based in Naqoura, Lebanon and will lead the UNIFIL Mine Action Programme. The incumbent reports directly to the Deputy Force Commander with an additional reporting line to the UNMAS Director in New York. The UNIFIL Mine Action Programme is an integral component of the Mission providing high quality mine action that enables the Mission to advance a stable and secure environment in southern Lebanon. ResponsibilitiesWithin delegated authority, the Programme Management Officer (Chief, Mine Action Programme) in UNIFIL will be responsible for the following duties: โข Develops, implements, designs and evaluates the UNIFIL Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget; monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Researches, analyzes and presents information gathered from diverse sources. โข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, โข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme, monitors the Mine Action programmeโs performance, including the implementing partnerโs performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions. โข Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โข Advises the Force Commander on appropriate responses to explosive threats including matters relating to ammunition management. โข Leads the validation process of Force EOD and demining units. โข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โข Performs other duties as required. Work implies frequent interaction with the following: Establish and maintain relationships with counterparts, senior officers and technical staff in the United Nations country team, the humanitarian country team and implementing partners; Representatives and officials in national governments, international organizations, consultants, Member States and donor representatives. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of four years of operational experience in a mine action field programme in the direct management of mine clearance and/or explosive ordnance disposal in a conflict or post-conflict setting is required. A minimum of two years operational experience in a United Nations peace operation or similar field operation is required. A minimum of two years of direct experience in engaging with senior government officials in a complex humanitarian or conflict/post-conflict setting is required. Qualification as Explosive Ordnance Disposal officer/technician and certification in Improvised Explosive Device Disposal is required. Experience in resource mobilization and fundraising is desirable. Experience in ammunition management and logistical disposal of ammunition is desirable.
