Org. Setting and ReportingThis position is located in the Office of the Secretary-General in the United Nations Trade and Development (UNCTAD). The focus of this jobs is to lead the implementation, monitoring and evaluation of programmes, operations and other activities in UNCTAD. ResponsibilitiesWithin delegated authority and under the supervision of the Director, Office of the Secretary-General, and the overall guidance of the Deputy Secretary-General and of the Secretary-General of UNCTAD, the Programme Officer will undertake a range of duties, in particular: 1. Provides programme-related advice and services to the Office of the Secretary-General on a range of matters, involving: โ€ข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โ€ข Researches, analyzes and presents information gathered from diverse sources. โ€ข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, โ€ข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies bottlenecks in the achievement of agreed targets, recommends resolution and prepares conclusions. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โ€ข Leads and/or coordinates activities related to UNCTADโ€™s contributions in the United Nations interagency mechanisms, such as the UNSDG, the MCB, the CEB, the HLCP, the UNSPN, ECESA+, UN 2.0, etc. โ€ข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). 2. Provides advisory services to the senior officials on results-based management related matters, manages the work and serves as the Secretary of UNCTAD's Results-based Management Coordination Group (RBM-CG) by focusing on achievement of the following results: โ€ข Reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โ€ข Provides guidance and assistance to programme managers in using results-based management (RBM) methodologies, in particular provides input into the definition of results frameworks and in the preparation of workplans. 3. Co-ordinates all actions required for the effective implementation of results-based management methodologies by focusing on achievement of the following results: โ€ข Identifies innovative approaches and best practices for implementation of results-based management in UNCTAD; โ€ข Coordinates issues related to the RBM approach of UNCTAD, including the review and analysis of issues and trends, proposes actions and other related activities and studies; โ€ข Manages, conducts and supports various assignments for the enhancement of the RBM approach of UNCTAD, in collaboration with the corresponding organizational unit and assists them in developing related action plans; โ€ข Conducts research and provides analytical work to better present information gathered from diverse sources for use in RBM-related decision making and coordination of related activities; โ€ข Develops analytical tools and processes to contribute to the diagnosis and monitoring of RBM-related decision-making; โ€ข Organizes and prepares written outputs, e.g. draft background papers, analysis, talking points, or meeting notes, sections of reports and studies, , sections of reports and studies, inputs to reports including to Secretary General reports to the General Assembly and to the Trade and Development Boards and UNCTAD Working Parties reports, etc. โ€ข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โ€ข Provides substantive backstopping to consultative and other UNCTAD meetings, conferences, etc., including the quadrennial Conference of UNCTAD; โ€ข Organizes expert group meetings, seminars, etc. on development issues. โ€ข Provides substantive support to the Deputy Secretary-General and intergovernmental bodies such as the Trade and Development Board. โ€ข Performs other duties as required. 4. Contributes to the efforts for organizational effectiveness: โ€ข Leads and/or provides support in implementation of initiatives related to internal coordination; โ€ข Coordinates initiatives to strengthen the cohesion and synergies between Programme Divisions and the Programme Management and Support Service, as well as between UNCTAD and other Departments of the United Nations. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in the preceding areas of study in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of training in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area, is required. A minimum of three years of applying result-based management (RBM) concepts in an international organization is required. A minimum of three years of developing RBM tools in an international organization is desirable. Experience in the coordination/preparation of programmes of work in international organizations is desirable. Experience in monitoring and evaluation is desirable. Experience in coordinating contributions to United Nations interagency mechanisms is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
