Org. Setting and ReportingThe position is located in the United Nations Office for Digital and Emerging Technologies (UNODET). UNODET was established on 1 January 2025, with a mandate to: (a) advise the senior leadership of the United Nations on key trends in technology, so as to guide the strategic approach taken by the Organization on such issues; (b) serve as advocate and focal point for digital cooperation, through engagement with Member States, the technology industry, civil society and other stakeholders; (c) facilitate multi-stakeholder policy dialogue on digital and emerging technologies; (d) strengthen system-wide coordination within and across the United Nations system on digital and emerging technologies; (e) support the follow-up and implementation of the Global Digital Compact (A/RES/79/1 Annex 1). Through the Under-Secretary-General and Special Envoy for Digital and Emerging Technologies, UNODET also leads the implementation of the Secretary-General's vision on digital cooperation by working closely with various UN entities and multi-stakeholder groups, facilitating dialogue to accelerate global digital cooperation, seizing on the opportunities that are presented by technology โ while mitigating the risks โ so that progress towards achieving the Goals by 2030 can be made collectively, as well as carrying out other related duties and responsibilities assigned by the Secretary-General, including follow up actions from the Secretary-General's Roadmap for Digital Cooperation and the report \"Our Common Agenda\". This position is based in the UN Offices at Geneva (UNOG), Switzerland, and will report to the Senior Programme Management Officer. ResponsibilitiesWithin delegated authority, the Programme Officer (Liaison) will be responsible for the following duties: โข Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. โข Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. โข Researches, analyzes and presents information gathered from diverse sources. โข Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, โข Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. โข Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. โข Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. โข Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. โข Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. โข Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โข Enhances engagement and consultation with key Geneva-based stakeholders including UN agencies, international organizations, forums and entities, private sector, academia, the technical community and civil society. โข Enhances effective participation of international Geneva-based institutions, forums and activities in the follow-up and implementation of the Global Digital Compact. โข Harnesses synergies between Geneva-based and New York-based based processes on digital cooperation, including in the context of the Global Digital Compact implementation and the WSIS+20 Review. โข Serves as an advocate for digital cooperation, including on human rights. โข Fosters enhanced engagement and participation in the existing IGF processes and activities. โข Performs other duties as required. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, liaison, administration, digital cooperation or related area, of which at least five are at the international level, is required. A minimum of two years experience working on digital issues is required. One year of experience working in international organisations is required. Experience working on multilateral processes, particularly in the area of emerging technologies, is desirable. Experience working with Geneva-based international institutions is desirable.
