Work LocationGeneva Expected duration9 months Duties and ResponsibilitiesBackground Every year, road traffic crashes claim an estimated 1.3 million lives and injure around 50 million people. Beyond the human cost, these crashes result in approximately USD 1.85 trillion in economic losses annually. Road safety is therefore a critical development challenge and a key component of the 2030 Agenda for Sustainable Development, especially under targets 3.6 and 11.2. Despite ongoing efforts, the world remains off track to meet these goals, partly due to insufficient and uneven investment in road safety. In response, the United Nations Road Safety Fund (UNRSF) was established in April 2018 as a UN multi-partner trust fund to catalyse concrete action towards achieving the road safety targets under SDGs 3 and 11. The Fundโs goal is to leverage the collective knowledge and capabilities of its participating UN organizations and partners to deliver global impact and long-term developmental change, notably through a substantial reduction in road traffic injuries and fatalities, and the associated economic loss. Drawing from the Fundโs Global Framework Plan of Action for Road Safety, Terms of Reference, Fundraising Strategy and Policy, Communications Plan, and other founding documents, there is a continued need to develop further the Fundโs communications and advocacy in order to support and elevate the positioning of its work and objectives. The UNRSF Secretariat plays a central role in managing the programme of work of the Fund, including planning and overseeing calls for proposals, project assessments, implementation, monitoring, and evaluation. The Secretariat also ensures alignment with global road safety priorities, supports the work of the Advisory Board and Steering Committee, facilitates knowledge sharing, and strengthens coherence across funded initiatives. Within this context, there is a continued need for strong programme management capacity to support effective delivery, coordination, reporting, and strategic development of the UNRSF portfolio. Objective The objective of this assignment is to support the programme management work of the UNRSF project portfolio and programme activities, ensuring high-quality delivery across the full project cycle. The contractor will contribute to project planning, assessment, implementation monitoring, reporting, stakeholder coordination, and programme-related communications in line with the Fundโs mandate and governance requirements. Duties Under the supervision of the Head of the UNRSF Secretariat (P5), the Consultant will perform the following duties: 1. Project Cycle & Calls for Proposals Support Assist in planning and organizing calls for proposals. Support participating organizations in preparing project submissions. Coordinate administrative and technical reviews of proposals and compile assessment summaries for decision-making bodies. Support preparation of approval documents and ensure timely processing of project agreements and fund transfers. 2. Project Monitoring & Reporting Track progress of UNRSF-funded projects against workplans and indicators. Collect and consolidate project information into results-based management (RBM) tools. Draft inputs for narrative updates, donor reports, annual reports, and internal briefs. 3. Partnerships, Coordination & Stakeholder Engagement Support coordination with implementing UN organizations, project partners, and national counterparts. Assist in preparing inputs for meetings of the Advisory Board, Steering Committee, and Platforms of Engagement, including logistics and documentation. Contribute to maintaining coherent messaging and information sharing across UNRSF partners. Support preparation of briefs, talking points, presentations, and project-related communication materials. Assist in documenting lessons learned, success stories, and best practices from completed projects. Perform additional tasks as required. Qualifications/special skillsA first level degree in International Relations, Development Studies, Public Administration, or another relevant field is required. At least two (2) years of progressively responsible experience in programme or project management, administration, or a related field is required. Experience with results-based management, monitoring, or evaluation is desirable. Experience contributing to partnership engagement or resource mobilization activities is an advantage. Experience coordinating stakeholders, partners, or multi-agency processes is desirable. Experience working in or with the United Nations system, another international organization, or a multi-stakeholder environment is an advantage.
