Background:

The Flagship Initiative on Women’s Employment in the Green, STEM, and Care Economies seeks to increase women’s employment in the Arab States region by 5% by 2030 through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, NGOs, and media. The Programme Coordination Analyst will help in supporting the initiative’s strategic planning, coordination, and reporting efforts by ensuring effective communication across teams, managing project timelines, and contributing to the implementation of work plans and progress tracking.

Reporting to the Director of Women Employment in the Green, STEM and Care Economy the Programme Coordination Analyst is responsible for contributing to the coordination of the Flagship Initiative portfolio with a focus on the AECID-funded project which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio

Scope of Work:

Coordinate the work planning and support the implementation of the Flagship Initiative on Women’s Employment in the Green, STEM, and Care Economies (SWEI)

Coordinate the workplan development and implementation of the AECID-funded project under SWEI as well as providing technical contributions to the overall Flagship Initiative according to Strategic Note/ programme document and according to set timelines Establish systems for regional and multi country project planning, implementation and monitoring, in collaboration with partners, and coordinate the work planning exercises, Record and maintain documents on relevant programme activities, issues, and risks.

Coordinate the monitoring and reporting of the AECID-funded project under the Flagship Initiative 

Gather and compile all the information necessary for monitoring and reporting on programmes and projects from planning to the evaluation stages Monitor the implementation of activities and the expenditure on funds (with field visits if required). Draft regional reporting documents and provide support (inputs into country reports) on annual and quarterly timespans; coordinate the submission of implementing partner financial and narrative reports. 

Manage the timely finances component of the Flagship initiative

Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting. Monitor the allocation and disbursement of funds to participating partners. Provide inputs to the development of partnerships and resource mobilization strategies.

Manage the timely execution of preparatory work in relation to Engagements of the Flagship Initiative

Coordinate external regional platforms and external engagements, supporting the Flagship (e.g. the High-Level Advisory Board and National Steering Committee, as well as regional and Global Conferences where the Flagship is featured. Including timely preparation of meeting material, and planning of the engagements—such as, agenda drafting, and partner outreach. 

Conduct Regional Comprehensive Overviews / Analysis

Provide rapid national or regional analytical overviews – based on existing data - to inform programming and policy positioning, and to support communication initiative

Functional Competencies:

Good programme formulation, implementation, monitoring and evaluation skills; Good budget and finance skills; Good knowledge of Results Based Management; Ability to gather and interpret data, reach logical conclusions and present findings and recommendations; Good analytical skills; Knowledge of UN programme management systems.

Qualifications:

Education and Certification:

Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national/regional partners, preferably related to thematic area, is required. Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:

Fluency in English and Arabic is required; Fluency in French is desirable.
