JOB PURPOSE:To perform specialized and/or standardized CBT programme-related processes and activities to support the effective delivery of assistance packages. To provide guidance and support to government and partners in implementing WFP plans. Part of the responsibility includes travelling to the Districts and other Provinces.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
Under the supervision of the National Programme Policy Officer working in close collaboration with other units, the incumbent is expected to perform the following tasks:
1. Project ImplementationProvide operational support to defined social protection projects of significant size and complexity, ensuring alignment with programme objectives and timelines.
Support the implementation of the Cash-Based Transfers (CBT) Business Process Model across all phases, from project design and intervention setup to implementation and closure.
Perform specialized and standardized activities within the technical area of work, ensuring consistency with WFP programme policies and guidelines.
Provide general office and project management support in accordance with WFPโs established procedures and performance targets.
2. Monitoring and Compliance
Monitor CBT distributions via cash modalities and Money Service Providers (MSPs) to ensure full compliance with WFPโs standard operating procedures.
Review daily and final distribution reports and share updates with the direct supervisor and the Head of Nampula Field Office (FO), as needed.
Support the review and verification of Cooperating Partner (CP) CBT invoices, ensuring timely submission to the Country Office for processing and follow-up.
Review and prepare Monthly Payment Orders (MPOs) and support invoice processing related to CBT and social protection programmes.
3. Data Management and Reporting
Compile and analyze data within the specific area of responsibility to support the preparation of reports on food assistance needs, resource utilization, programme performance, and operational status.
Ensure accurate and timely recording of programme data, particularly in areas related to food security and CBT operations, to support informed decision-making.
4. Coordination and Capacity Building
Support communication and coordination with local partners, NGOs, government institutions, and other stakeholders to ensure effective implementation and collaboration.
Support beneficiary registration.
Contribute to the capacity building of cooperating partners and government counterparts by providing input into training materials and supporting preparedness for food assistance responses.
5. Other Duties
Perform other duties as required by the Field Office
QUALIFICATIONS AND EXPERIENCE:
Education: Complete secondary education, a post-secondary education or additional training/courses in Social Science, or a related area are an asset.Experience: Typically, six years or more of professional experience in the relevant field of work.
Language: Oral and written fluency in Portuguese; English is a plus.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has worked with technical teams (i.e. programme, nutrition, VAM, etc.) Has contributed to implementation of programmes, specifically through Cash-Based-Transfer (CBT) modality in social protection programmes. Previous experience and familiarity with Humanitarian Organizations. Experience with NGOs is valued.
