UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In support of the Arab Republic of Egyptโs Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA).ย
Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entityโs portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women's empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination. Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women's leadership and system-wide support to advancing gender equality; women's economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices.
In partnership with the Government of Egypt and the European Union, the United Nations will implement a three-year Joint Programme entitled โTamkeen.โ Under the United Nations Sustainable Development Cooperation Framework (UNSDCF 2023-2027), the UN Joint Programme โTamkeenโ will work with the Government of Egypt and national stakeholders in advancing the implementation of the National Strategy for the Empowerment of Egyptian Women 2030, the National Human Rights Strategy, the National Climate Change Strategy, and the National Initiative for the Empowerment of Girls. The UN Joint Programme โTamkeenโ works in cooperation with the European Unionโs broader Financing Decision on Womenโs Empowerment in Egypt.ย
In partnership with the European Union, under the UN Resident Coordinator, UNFPA, UNICEF and UN Women (Administrative agent) will implement the UN joint programme in close partnership with the Government of Egyptโs National Council for Women and the Ministry of International Cooperation.ย
The UN Joint Programme โTamkeenโ has the three-pronged focus of enabling women and girlsโ leadership, enhancing their socio-economic empowerment including access to green livelihoods and mobilizing private sector, and the prevention of gender-based violence against women and girls including harmful practices. Digital inclusion and ensuring sustainable, climate smart approaches are key strategies used throughout the UN Joint Programme.ย
Under the overall guidance of the UN Women Deputy Country Representative and the direct supervision of the โTamkeenโ National Programme Coordinator, the Programme Associate will provide advanced administrative support and assistance for the effective management, implementation, monitoring and coordination of the UN Joint Programme โTamkeenโ in accordance with UN policies and procedures, and the agreed-upon contractual obligations of the programme. The Programme Associate will be based primarily at UN Women Egypt Country Office but will be expected to spend a percentage of her/his time at the National Council for Women, who is the technical/substantive lead Government entity for the programme, to support the work of the โTamkeenโ National Programme Coordination.
Scope of Work:
Provide administrative and logistical support to the formulation and management of โTamkeenโ joint programme:
Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;ย Provide technical guidance to ECO and executing agencies on routine delivery and reporting of programme supported activities and finances;ย ย Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;ย ย ย Review programme data from programmes/ projects for ECO website;ย Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers; Maintain proper filing, both soft and hard versions, of programme documents;ย Draft formal correspondence, in both Arabic and English;Provide administrative support to the financial management of the implementation of UN Womenโs actions on Women and Girlsโ Leadership under the โTamkeenโ joint programme:
Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;ย Provide administrative support in monitoring budget preparation and the finances of programmes/projects; including the finalization of FACE forms;ย Review financial reports; prepare non-PO vouchers for development projects;ย Process payment for consultants;ย ย Maintain internal expenditures control system;ย ย Create requisitions in Quantum system for development projects; register good receipts in Quantum system;ย and Assist in the preparation and follow up of cost-recovery bills in Quantum system.ยProvide administrative support to the Programme Unit:
Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions; Make travel arrangements for the Programme Team, including travel requisitions and claims;ย ย Prepare public information materials and briefing packets;ย ย ย Assemble briefing materials and prepare PowerPoint and other presentations;ย and Provide guidance and training to Programme Assistants as needed.ยProvide administrative support to Resource Mobilization:
Prepare cost-sharing and other agreements; follow up on contributions within ECO resource mobilization efforts;ย Organize, compile and process information from donors, ECO, and programme team, as inputs to various databases and documents;ยFacilitate knowledge building and knowledge sharing:
Provide administrative support synthesis of lessons learnt, and best practices related to programme management and finance;ย and Provide administrative support to the organization of training for the office personnel and partners on programme and operations related issues.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
