ORGANISATIONAL CONTEXT:
This job is based in the Provincial sub-office, Peshawar and the job holder will directly report to Monitoring and Evaluation Officer, under the overall guidance of the Head of the Provincial Office, WFP Khyber Pakhtunkhwa.
Job holders is likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities and/or analytical work of limited complexity.
JOB PURPOSE:
The main purpose of this role is to support M&E knowledge management/information management, data collection and analysis in the areas of livelihoods, climate resilience, education, nutrition, and any other WFP activities in the province, in line with WFP corporate rules and regulations and to also meet the requirements of WFPโs donors.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFPโs policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
OTHER POST REQUIREMENTS:
1. Within the specific area of responsibility, manage overall information flow, ensuring effective data collection, storage, and retrieval. Use analytical software like SPSS or Stata, and apply Excel skills for data analysis, visualization, and reporting.
2. Develop and maintain a database/information management system for the management of all WFP Provincial Office data, ensuring efficient data organization, retrieval, and reporting.
3. Ensure data on monitoring of activities is collected as per laid procedures and uploaded on the WFP Mobile Operational Data Acquisition (MODA) Platform. design XLS forms, upload questionnaire/checklist onto the MODA, and manage data downloads to support decision-making processes.
4. Ensure the timely and accurate uploading of distribution reports into WFPโs COMET system and conduct monthly and quarterly reconciliation of distribution data in COMET, ensuring alignment with LESS dispatches.
5. Coordinate with supply chain/logistics teams, livelihood and climate resilience, Nutrition, WFP implementing partners and any other WFP activities in the province, to ensure seamless data flow and resolve any data-related issues promptly in COMET and WFP Partner connect system.
6. Provide support in data cleaning for the cash-based transfer intervention by ensuring there are no duplicate records and cash disbursement files are aligned with the respective conditionalities of attendance and/or execution of activities.
7. Ensure information on WFPโs project is maintained at one place and help in presenting that at different levels.
8. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area of data collection, analysis, and reporting.
9. Develop and coordinate data gathering and monitoring systems, ensuring that rigorous quality standards are maintained.
10. Conduct field monitoring visits to monitor ongoing WFP activities, ensuring that processes align with established WFP Corporate monitoring requirement.
11. Any other duties as required.
KEY ACCOUNTABILITIES
Monitoring:
- Participate in regular field monitoring, baseline and outcomes assessments and surveys with a focus on supervising data entry and analysis.
- Generate monthly samples monitoring of households and activity sites and share with the Monitoring focal persons.
- Quality assurance to prevent data duplication in WFP programme activities.
- Collect information of the WFP-assisted population and remove duplications.
- Update different links between different monitoring data sets and food assistance systems and present the overall picture in a summarized form by utilizing the WFP-proposed tools (e.g. Tableau).
Quality control and synchronization among WFP commodity management systems:
- Ensure WFP commodity distribution information is regularly inserted into its commodity management system and is reconciled with the WFP logistics information system. Assisst in quarterly analysis of distribution data against field-level agreements and with logistics and maintain follow-up with provincial offices for pending reports.
- Ensure internal consistency in different reporting by cross-verification with information received from WFP cooperating partners in hard form.
Database/information Management
- Develop and maintain online monitoring checklists/application for mobile such as XLS Forms and collaborate with technical colleagues to ensure the checklists are effectively designed, deployed on mobile platforms, and accessible to relevant staff.
- Work closely with ICT colleagues for trouble shooting in WFP M&E systems (MODA, LESS, COMET, Partners Connect) and provide support to the staff in ensuring that the data collection systems are functioning smoothly in remote areas.
- Assist in management of required systems and related checklists for tracking WFP assistance in different geographical areas and keeping the record up to date.
- Input WFP assistance and monitoring data (including food/cash distribution, monitoring, field level agreements, sampled monitoring plans etc.) into the agreed systems.
- Review and share key observations on distribution commodity data on M&E system and maintain follow-up with the concerned staff for corrective measures.
- Reconcile WFP programme and logistics information for different donors and corporate reporting.
- Perform statistical data analysis, interpretations and visualization based on the data collected from various quarters.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Experience:
ยท At least 6 (six) years of experience in the fields related to monitoring of both humanitarian and development activities. Has worked with technical teams (i.e. Nutrition, DRR, Research etc.); experience working with the UN/NGOs is desirable.
ยท Experience related to data management and database programming and in backend support for existing databases.
ยท Has contributed to the implementation of programmes with demonstrated results.
Education:
First level university degree in Information and Communication Technology (ICT), Business Administration, Statistics, Economics or related field.
Language: Fluency in both oral and written communication in English, Urdu and Pashto.
