KEY RESPONSIBILITIES:
Under the overall supervision of the Head of Field Office and the technical guidance of the Programme Policy (M&E) and VAM and CBT officers based at the Country Office, the Food Aid Monitor Assistant will be responsible for the following duties:
For RAM activities
1. Assist in coordinating M&E and VAM data collection and analysis activities.
2. Check the completeness and quality of data sheets (CPDR, Quantitative reports, etc.) and reports to ensure all statistical aspects are properly considered.
3. Support COMET administration data management with M&E Officer
4. Improve, update and maintain the existing databases in line with food security and nutrition indicators
5. Follow up the M&E indicators at output and outcome levels into the databases, and support Field Offices process monitoring including Third Party Monitoring (TPM) and perform controls of the statistical data.
6. Prepare periodic reports, analysis on the output level indicators multivariate data and compile the tables of results by theme as needed.
7. Support the preparation and the implementation of PDMโs and other RAM assessments including EFSA, Targeting, CH, etc.
8. Support the use of digital assistants, mobile devices and smartphones in M&E/VAM data collection liaise with the VAM and M&E Officers.
9. Support the organization of training of cooperating partners, government and field level staff on databases and data analysis good practices.
10. Liaise with other units to resolve issues and clarify or obtain additional information (Logistics, Sub-offices, VAM, Donor and relationships, communications, etc.)
11. Support the analysis and the formulation of needs for adjustments on the data life cycle.
12. Ensure regular monitoring, through system, data collection network and field missions, of food security and market analysis in close coordination with the VAM section.
13. Support the officer in charge of the Complaints and Feedback Mechanism as needed.
14. Collect Monthly market price data to update Cameroon data on databridge
15. Carry out any other related duties required for the operational performance of the Field office.
For Cash based Transfers
16. In coordination with relevant units at CO level, support the implementation of cash & voucher interventions at the Field Office level, including the identification of major risks for the proposed intervention and mitigation actions needed.
17. Assist the field office in the preparation of beneficiary lists for monthly transfers and ensuring accurate and up-to-date beneficiariesโ data. Especially the early submission of Lists and the processing of transfers in SCOPE.
18. Support to track all CBT payments including invoices payments and expenditures posting in WINGS.
19. Support to maintain accurate records of cash transactions and beneficiariesโ data.
20. Support the resolution of any issues or challenges that arise during the implementation of CBT programmes and contribute to recommendations for programme improvement.
21. Ensure compliance with WFP policies, procedures, and guidelines related to cash transfers and financial management.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty stationโs language, if different
DESIRED EXPERIENCE :
At least 5 yearsโ professional experience in monitoring, statistical analysis, and/or econometrics
Good knowledge of the humanitarian sector and data management, with demonstrated quantitative and qualitative analysis skills.
Excellent analytical, communication and writing skills.
Written and oral fluency in French and English.
Ability to work independently and be a proactive team member.
Attention to detail, efficiency and ability to meet deadlines.
Ability to work in rural and difficult environments when needed.
Ability to work as part of a team, independently and under pressure with tight deadlines.
Excellent computer skills using MS Office, Outlook, spreadsheets and other software packages. Outstanding knowledge of statistical software (SPSS, Stata and/or R) required. Knowledge of visualization software such as Tableau and proficiency in ODK/MODA, Kobo Collect, ArcGIS etc.
