As part of the UN system in Ukraine, UN Women supports national partners to implement their commitments to Women, Peace and Security (WPS) agenda, since 2015. UN Women has been providing technical assistance to develop, implement and monitor the first and the second National Action Plans (NAP) 1325 for the implementation of UN Security Council Resolution (UNSCR) 1325 on WPS as well as other relevant international and national commitments related to the advancement of gender equality and womenโ€™s empowerment (GEWE) in Ukraine. In doing so, UN Women has partnered with and provided demand driven technical assistance to the key governmental institutions of the National Gender Machinery for the advancement of GEWE at national, regional and local levels. UN Women has supported womenโ€™s civil society organizations (CSO) that are the most affected by the war, especially local womenโ€™s groups responding to diverse needs of women and girls in the frontline communities.ย ย 

In 2025 the world commemorates the twenty-fifth anniversary of the adoption of the landmark UNSCR 1325 on WPS, and the Government of Ukraine is preparing its third NAP 1325 covering the period 2026-2030. UN Women WPS project has supported the Government of Ukraine with all its commitments that relate to implementation of NAP 1325 and National Mine Action Strategy (2024-33) and their localization in selected hromadas to ensure that at the local level there are needed capacities to plan, implement, monitor and report on implementation of the WPS commitments. WPS agenda is also integral for Ukrainian humanitarian mine-action issues and implementation of the National Mine-Action Strategy (2024-2033) especially as the country entered the fourth year of the full-scale aggression by the Russian Federation and Ukraine is considered to be the most mine-contaminated countries in the world. While UN Women Country Office (CO) continues to support the implementation of the WPS UN Women is also commencing a program to gender-mainstream the humanitarian mine-action sector, led by the Ukrainian Ministry of Economy in partnership with the Ukrainian Ministries of Defense and Interior Affairs (specifically the State Emergency Services of Ukraine). To do this, the UN Women seeks experienced national Programme Analyst to strengthen and support the UN Women mine-action portfolio.ย ย 

Reporting to Programme Specialist, the Programme Analyst contributes to the effective management of UN Women WPS programme, including women in humanitarian mine-action initiative, by providing substantive inputs to programme design, formulation, implementation, monitoring and reporting. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst enhances partnerships with Government officials at regional and local levels, multi and bi-lateral donors and local women CSOs ensuring successful UN Women programme implementation. The Programme Analyst works closely with the UN Women CO programme and operations teams as well as with the UN Women HQ and Regional Office personnel.ย

Key Functions and Accountabilities

Contribute technically to the development of programme strategies in the area of gender responsive humanitarian mine actionย ย  Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;ย  Identify areas for support and intervention related to the programme, especially at the regional and local levels.ย  Provide substantive technical support to the implementation and management of the gender responsive humanitarian mine action especially at the regional and local levelsย ย  Provide technical inputs to the annual workplan and budget;ย ย  Support the implementation of programme activities;ย  Engage and build partnerships and trusts with local explosive ordnance (EO) contaminated communities;ย  Coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;ย  Links gender responsive humanitarian mine-action to humanitarian, development and peace nexus, inclusive community recovery and women, peace and security efforts;ย  Review, coordinate and monitor the submission of implementing partner financial and narrative reports;ย  Provide technical assistance and capacity development to project/programme partnersย  Coordinate and provide technical support in the implementation of programme activities;ย ย  Support in developing technical knowledge products;ย  Maintain relationships with national partners (eps. the State Emergency Service of Ukraine, National Police of Ukraine, National Mine-Action Coordination Centers) to support implementation and localization of the gender in humanitarian mine action work with local authorities and womenโ€™s CSO at the regional and local levels;ย  Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings of partners, as needed.ย  Provide technical inputs to the monitoring and reporting of the programme/ projectย  Monitor progress of implementation of activities and finances using results-based management tools;ย  Draft reports on monitoring missions, programme results, outputs and outcomes;ย ย  Provide substantive inputs to the preparation of donor and UN Women reports.ย  Provide substantive technical inputs to the finances of the UN Women gender in humanitarian mine-action programmeย  Monitor budget implementation and make budget re-alignments/ revisions, as necessary;ย  Provide substantive inputs to financial reports;ย  Provide substantive inputs to building partnerships and resource mobilization strategiesย  Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;ย ย  Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;ย  Participate in donor meetings, cluster coordination, sectoral working groups and public information events, as delegated.ย  Provide technical support to inter-agency coordination on gender-responsive humanitarian mine action, localization of National Mine-Action Strategy (2024-33) and other local strategies to achieve coherence and alignment of UN Women programmes with other partners at the regional and local levelsย  Provide substantive technical support to the UN Women Programme Specialist on humanitarian mine action inter-agency coordination related activities by drafting background reports and briefs.ย  Provide substantive inputs to advocacy, knowledge building and communication effortsย  Develop background documents, briefs and presentations related to gender responsive humanitarian mine action and recovery efforts at the regional and local level;ย ย  Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;ย  Coordinate the development of knowledge management methodologies, and products on gender responsive humanitarian mine-action.ย  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Recruitment Qualifications

Education and certification:ย 

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.ย  A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.ย  A project/programme management certification would be an added advantage.ย 

Experience:ย 

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.ย ย  Specific experience in the coordination state and non-state actors in the mine action sector considered is required.ย ย  Experience in community mobilization and working with local authorities is required.ย  Experience coordinating and liaising with government agencies, women civil society organizations and/or donors is desirable.ย  Experience in the use of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.ย  Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย 

Language Requirements:ย 

Fluency in English and Ukrainian is required.ย  Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).ย
