Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย Placing womenโ€™s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member Statesโ€™ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In the Arab States region, UN Women is implementing an exciting and unique regional programme entitled โ€˜Dare to Careโ€™ from October 2023 to April 2027, with the goal of transforming patriarchal social norms and masculinities. The programme has a regional focus on six countries (Egypt, Morocco, Jordan, Tunisia, Lebanon and Palestine) and in-country investments in four of them: Morocco, Egypt, Jordan and Tunisia. This ground-breaking regional programme aims to promote gender equality and womenโ€™s empowerment using the involvement of men and boys in unpaid care and household responsibilities as an entry point. The programme is also meant to contribute to shifting discriminatory social norms and break stereotypes that impede womenโ€™s participation in paid employment and the public sphere.

The โ€™Dare to Careโ€™ regional programme is funded by the Swedish International Development Cooperation Agency (Sida), the German International Development Cooperation Agency (GIZ) and the Basque Countryโ€™s International Development Cooperation Agency. It works towards the achievement of three following outcomes:

Outcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls. Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls. Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.

The programme also aims to engage with religious actors and institutions to promote gender-equitable interpretations of religious teachings and practices, particularly to promote the involvement of men and boys in unpaid care and household responsibilities, and to eliminate stereotypes against womenโ€™s participation in the public sphere.

About the Position:

ย Reporting to the โ€œDare to Careโ€ Regional Programme Manager, the Programme Analyst contributes to the effective management of the โ€œDare to Careโ€ programme in the Regional Office by providing substantive inputs to programme design, formulation, implementation and evaluation.ย  The Programme Analyst guides and facilitates the delivery of the โ€œDare to Careโ€ programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.ย  The Programme Analyst works in close collaboration with the programme and operations team from ROAS and country offices, UN Women HQ personnel, intergovernmental and government government officials, donors, academia, private sectorand civil society ensuring successful programme implementation.

Key Functions and Accountabilities:

Contribute technically to the development of programmeย strategies for the โ€˜Dare to Careโ€™ regional programme

Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; Identify areas for support and intervention related to the programme.

Provide substantive technical support to the implementation and management of the โ€˜Dare to Careโ€™ programmeย 

Provide technical inputs to the annual workplan and budget;ย  Technically support the implementation of programme activities and lead the thematic area of work on gender and religion; Support technically the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners; Review, coordinate and monitor the submission of implementing partner financial and narrative reports; Train partners on Results Based Management and monitor implementation.ย  Support creation of projects in Quantum/PRISM, preparation of budget revisions, revision of project award and project status, operational and financial closure of a project; Present information for audit of the programme; Create e-requisitions in Quantum for the programme and register of goods receipt as needed; Draft formal correspondence, in both Arabic and English; Maintain proper filing, both soft and hard versions, of programme documents; Provide translations, as requested; Support narrative and financial reporting (Face Forms) submitted by partners through regular spot check visits to partners to verify financial documents; provide guidance to the partner organizations in any related matters;ย  Support formulation of programme strategies through collection, analysis and presentation of information for identification of areas for support and programme formulation/implementation; Monitor budget implementation and make budget re-alignments / revisions as necessary.

Provide technical assistance and capacity development to project/programme partners

Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products Maintain relationships with national partners to support implementation and expansion of the โ€˜Dare to Careโ€™ programme; Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme

Monitor progress of implementation of activities and finances using results based management tools; Draft reports on monitoring missions, programme results s, outputs and outcomes;ย  Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the โ€˜Dare to Careโ€™ programme

Monitor budget implementation and make budget re-alignments/ revisions, as necessary; Provide substantive inputs to financial reports;

Provide substantive inputs to building partnerships and resource mobilization strategies

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on the โ€˜Dare to Careโ€™ programme to achieve coherence and alignment of UN Women programmes with other partners in the country

Provide substantive technical support to the Deputy and Regional Director on inter-agency coordination related activities by drafting background reports and briefs.

Provide substantive inputs to advocacy, knowledge building and communication efforts

Develop background documents, briefs, concept notes, research papers, knowledge products, TORs and presentations related to the โ€˜Dare to Careโ€™ programme Organize and facilitate events, trainings, workshops, awareness raising sessions and communities of practice (COPs).

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the programme, the Office and the Organisation.

Recruitment Qualifications:

Education and certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification would be an added advantage.

Experience:

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required. Experience implementing ย gender equality programmes is required Experience in working on positive masculinities is desirable; Experience in working on issues around gender and religion is desirable; Experience coordinating and liaising with government agencies and/or donors is desirable. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

Fluency in English and Arabic is required. Knowledge of another official UN language is desirable (French).
