CRS Moldova and Ukraineย 

Building on a pre-existent modest presence, the Moldova and Ukraine Country Office (CO) rapidly expanded programming reach following ย Russiaโ€™s full-scale invasion of Ukraine in 2022. Between 2022โ€“2025, CRS in Moldova and Ukraine grew reaching over 500,000 people through a comprehensive and integrated emergency, recovery and development programming strategy focused on shelter and infrastructure, winterization, basic needs, education, livelihoods, protection support, and care reform efforts. The CO also focused on strengthening partnersโ€™ capacity and fostering local leadership to reach millions more. Looking ahead, priorities include expanding diverse programming for the most vulnerable and integrating systemic outcomes for scale, and deepening partnerships across both countries. CRSโ€™s portfolio is resourced by institutional donors and private emergency funding.ย 

In Ukraine, CRS has also provided technical support and accompaniment to Caritas Ukraine (CUA) to manage their Department of State (DOS)-funded program Multi-Sector Assistance to War-Affected People in Ukraine since February 2024. Through capacity sharing and accompaniment, CRS supports CUA on all aspects of implementation including program management, MEAL, grants management and reporting, operations, compliance and risk management. Support is led and coordinated by a Program Manager II, with involvement of the Country Office senior management, programming and operations teams, along with regional and global advisors, and strategic engagement of agency senior leadership.ย 

This position is focused on and based in Ukraine.ย 

Job Summary

You will lead the provision and coordination of CRS technical support to Caritas Ukraine on the US DOS funded program, Multi-Sector Assistance to War-Affected People in Ukraine,ย in line with CRS program quality and management standards and partnership principles. You will work with partner staff through a close accompaniment/secondment model.

You will provide support for CUA to strengthen capacities to design and implement needs-based, timely and effective multisectoral humanitarian programming. You will coordinate with CRS technical experts to promote alignment with humanitarian norms and sectoral standards, particularly around shelter and settlements, protection and WASH. You will support CUA to enhance risk management and compliance with institutional donor requirements. You will support CUA in all communications with the donor, to navigate potential changes in donor requirements and to identify areas for strategic positioning.ย 

You will also manage and provide technical oversight of the development and implementation of other emergency and recovery programs, particularly for large and complex projects, according to the needs of the CO. Your technical knowledge, management experience, and strong relationship skills will help advance CRS and partnersโ€™ work to support the most vulnerable and conflict-affected people across Ukraine.ย 

Roles and Key Responsibilities

Provide management, guidance, and technical oversight of the DOS-funded project and other programs throughout the project cycle to ensure implementation and close-out are in line withย program quality principles and standards, donor guidelines, and industry best practices.ย  Lead the provision and coordination of technical assistance and capacity strengthening activities to enhance program quality and impact, drawing on expertise from CRS Country Office, regional and global technical advisors. Oversee the identification, assessment and strengthening of partnerโ€™ capacity and the appropriate application of partnership concepts, tools and approaches. Ensure timely and appropriate CRS project expenditures in line with financial plans and efficient use and stewardship of project material sources. Support the CUA program manager to effectively manage team dynamics and staff well-being.ย  Contribute to the advancement of the CRS Country Office strategy and proactive pursuit of opportunities for new funding to ensure growth of the CO sector portfolio in line with agency, regional, and CO strategic priorities and contribute to proposal and budget development. Identify opportunities for learning related to capacity strengthening and facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.

Required Languages:ย English fluency (written and verbal) is required, knowledge of Ukrainian or Russian is an advantage.

Travel:ย up to 30% of field travel within Ukraine, primarily to partner offices.ย

Basic Qualifications

Bachelorโ€™s Degree in Humanitarian Assistance, International Development, International Relations or related field required.ย  Minimum of 8 yearsโ€™ experience in relevant field-based project management experience required, with preferably at least 3 years working in complex emergencies.ย  Strong experience inย project grants management andย knowledge of requirements and regulations of major emergency donors, including US Government (USG) entities.ย  Experience in managing moderately complex projects with USG funding, preferably for an international NGO prime.

Preferred Qualifications

Masterโ€™s Degree in Humanitarian Assistance, International Development, International Relations or related field is preferred. Experience working with partner organizations on project management and accompaniment, capacity strengthening and institutional development.ย  Knowledge of humanitarian principles, standards and systems, with specific knowledge of CRS and Caritas Internationalis programming standards a plus. Demonstrated ability to write high quality technical proposals. Understanding of MEAL for learning and adaptive management required, understanding of data management and ability to use ICT4D (CommCare, PowerBi, etc) is a plus. Staff management experience and abilities that are conducive to a learning environment. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
