Job Summary:

Half of Sudan is facing food insecurity. To respond, Catholic Relief Services (CRS) developed a multi-modality strategy involving in-kind food distributions and market modalities, especially cash assistance. Between 2023 and 2025, CRS Sudan implemented the Darfur Emergency Response (DERA) project targeting over 15,000 households with Cash transfers. More recently, 1,500 displaced households benefited from CRS cash programming. CRS Sudan aims to leverage the lessons learned from these two initiatives to resume, strengthen, and expand the use of market modalities to improve food security, and complement our in-kind food pipeline. CRS Sudan is in the process of starting a new intervention targeting 5,000 households. We also submitted a Cost Modification to Department of State/Bureau of Africa, which, if approved, will expand our cash for food portfolio to over 21,000 households.

CRS is seeking to recruit a Cash Assistance PMII for a to manage and provide technical oversight of the implementation of the Country Program (CP) Cash Assistanceย programming, particularly for large and complex projects,ย ensuring effectiveย systems and processes are in place that support high-quality programming advancing Catholic Relief Servicesโ€™ (CRS) work in serving the poor and vulnerable.ย Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of itsย programming.

Roles and Key Responsibilities:

Provide management, guidance, and technical oversight of all new and existing projects within theย relevant sectorย throughout the project cycle to ensure project design, start-up, implementation and close-out are in line withย CRS quality principles and standards, donor guidelines, and industry best practices.ย  Effectively manage talent and supervise. Manage team dynamics and staff well-being.ย Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports.ย  Lead the development of program learning - identify opportunities for learning, research and publications in the area of Cash Assistanceย and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda. Ensure integration of innovations and best practices. Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP sector portfolio in line with agency, regional, and CP strategic priorities for Cash Assistance. Serve as the technical lead and technical writer to ensure quality proposals in Cash Assistance per agency and donor standards. Contribute to budgeting and staffing plans and activities. Coordinate actively with the Humanitarian Response Department and Global Programming, bringing in relevant Technical Advisors to ensure program quality and accountability in line with CRS and donor standards Oversee technical assistance and capacity strengthening activities for staff and partner organizations to enhance program quality and impact. Oversee the identification, assessment and strengthening of partnerships and appropriate application of partnership concepts, tools and approaches. Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Knowledge, Skills and Abilities

MEAL skills and experience required. Staff management experience and abilities that are conducive to a learning environment. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems. Good experience inย project grants management, including project design, preferably forย grants from multiple public donors, including USAID. Demonstrated ability to write high quality technical proposals. Experience engaging with partner organizations Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions Strong relations management abilities. Ability to relate to people at all levels internally and externally.ย Strategic in how you approach each relationship. Good presentation and facilitation skills Proactive, resourceful, solutions-oriented and results-oriented

Preferred Qualifications

Master's Degree.ย  Experience in an international NGO an advantage.

Required Languages - English required. Arabic is an advantage.ย 

Travel - Must be willing and able to travel up to 50%.ย

Bachelorโ€™s Degree in International Development, International Relations or relevant sectors required. Additional experience may substitute for some education. Minimum of 8 years' experience inย project management required, with at least 3 years working experience in emergencies.ย  Experience in managing complex projects in Sudanย is required.
