    Organizational Setting and Reporting Relationship

    The position is assigned to the Procurement Division (PFP) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. Also, our teams are involved in several projects improving ADB's performance concerning procurement planning, project implementation, procurement oversight and capacity development. You will be based at our Georgia Resident Mission in Tbilisi, Georgia (GRM).

    You will primarily report to the PFP Procurement Specialist outposted in GRM and have a matrix reporting line to the Country Director, GRM.

    Your Role

    As a Procurement Officer, you will work with other members of PPFD, Procurement Sector Teams in Headquarters, and staff at GRM, engaging proactively with Executing and Implementing agencies (EAs/IAs) of the Borrower, engaged consultants, and partners on all procurement-related aspects of the sector portfolio, to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan, grant, and technical assistance (TA) projects.

    You will

    Under the supervision of the assigned PFP specialist, you will act in the role of ADB's subject matter expert for procurement in GRM concerning the following non-exhaustive list of tasks and activities:

  • Support all executing agencies (EAs) and implementing agencies (IAs) in developing procurement strategies for ADB projects, including capacity assessments of EA/IAs, market analysis, risk assessments, options analysis and all other relevant components of ADB's strategic procurement planning process.
Undertake procurement reviews of multiple documents, including bidding documents, bid evaluation reports, and recommendations for contract award for goods, works, non-consulting and consulting services. Within delegated authority, review, endorse and/or approve procurement and consulting services transactions. Provide advice and support to EA/IAs on contract implementation and management issues. Support procurement policy work and other activities that aim to strengthen country procurement systems. Contribute to the country, sector and agency procurement risk assessment reviews and, where requested, other diagnostic assessments, including eProcurement readiness assessments. Provide general advice on compliance with the ADB Procurement Policy: Goods, Works, Nonconsulting and Consulting Services (2017, as amended from time to time), and Procurement Regulations for ADB Borrowers (2017, as amended from time to time). Participate in processing and review missions, supporting all procurement and financial management aspects necessary to support EA/IAs in project processing, implementation, and other consultation missions. Support monitoring, tracking and reporting on the procurement and financial management activities and related data to different partners, inputting and updating project data records in ADB's electronic databases. Support the EA/IAs in preparing multiple documents to ensure full compliance with ADB's procurement and financial management guidelines and related legal agreements, inputting to the preparation of project documents. Support non-project-related projects led by PPFD, including organization and participation in business opportunities fairs and seminars, internal policy development activities, creation of knowledge products, participation at public events, delivery of training. Support EA/IAs capacity development, training planning and delivery, in particular help develop training materials and case studies and in conducting training for Sectors and Regional Departments, EA/IAs, consultants, contractors and suppliers. Support ADB's Central-West Asia Department, Sectors and regional offices in processing and administering Technical Assistance (TA) projects, in particular providing support to the consultant recruitment process. Perform any other assignments and reflected in your workplan, including supporting procurement activities in the region.

Qualifications

You will need

Bachelor's degree in Business Administration, Economics, Engineering, Public Procurement, Public Policy, or other related fields, with advanced training. At least 8 years relevant experience in procurement, project management or other related area in infrastructure projects (e.g., transport, energy, water or urban sectors); Demonstrated country/regional procurement experience in transport, energy, water, or urban infrastructure sectors. Familiarity with multilateral development banks (MDB) procurement and consulting services policies and procedures. Experience working in project management, contract management and capacity building with governments or other public sector entities. Experience leading projects, work collaboratively with teams, and share relevant knowledge to benefit the broader ADB community. Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Georgia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
