ContextAs part of the UN country team in Yemen, UNDP aims to acknowledges the desire of Yemenis to live peaceful and dignified lives, not dependent upon foreign assistance. In addition to responding to the most urgent humanitarian needs, UNDP projects are designed to restore livelihoods, strengthen resilience to future challenges, and lay the foundation for long-term development while addressing gender gaps in a country that ranks 155 out of 156 countries in the 2021 World Economic Forumโ€™s Global Gender Gap Index. With a community-level focus and working with key implementing partners, UNDP in Yemen aims to restore livelihoods, promote social cohesion, and foster a secure environment to create resilience now and in a post-conflict Yemen. Our current priorities are: (a) supporting a peaceful solution and transition; (b) economic recovery and livelihood; (c) restoring key basic services; and (d) empowering women, youth, and vulnerable groups. With an annual average delivery of US$100-US$150 million over the past 5 years, the Yemen Country Office is managing one of the largest portfolios in the region of Arab states. The portfolio is composed of three pillars: Economic Recovery and Development; Governance and Peace Building; and Climate Change and Environment. Under the overall guidance and direct supervision of the Team Lead of Procurement and Engineering Unit, the UNV is responsible for managing cost recover of the CO Procurement Unit and effective delivery of procurement services in order to obtain the best value for money in the CO. He/she promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

Task DescriptionWithin the delegated authority and under the supervision of UNDP Head of Procurement Unit or his/her designated mandated representative(s), the UN Volunteer will: - Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: โ€ข Facilitates full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies including elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system; โ€ข Facilitates Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the Procurement Unit, harmonization of the workflows in the office; โ€ข Elaboration and implementation of contract strategy, including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment; โ€ข Elaboration and implementation of strategic procurement including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement. - Ensures efficient management of procurement processes for UNDP, focusing on achievement of the following results: โ€ข Ensure timely and proper preparation of procurement plans; โ€ข Ensure utilization of Uses the existing LTA architecture for procurement of goods and services; โ€ข Implementation of proper monitoring system and control of procurement processes including organization of tender documents, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations; โ€ข Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (RACP and ACP); โ€ข Implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared approved in ATLAS and dispatched. Ensure timely corrective actions on POs with budget check errors and other problems; โ€ข Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement; โ€ข Actively participates in Operating as One and towards strengthening governmental capacity and provides support and guidance to all stakeholders in procurement at all stages of the procurement cycle where appropriate. - Ensures efficient management of the Procurement Unit Cost Recovery, focusing on achievement of the following results: โ€ข Preparation of the Unit cost of recovery bill and send to respective requesting agencies/units in timely manner; โ€ข Ensure the receipt of cost recover on time, liaising with the units/agencies and UNDP Finance Team. - Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: โ€ข Collaborates on the development and/or review of tools, processes and systems for the planning, management and monitoring of procurement activities. โ€ข Conducts market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services; โ€ข Collaborates with corporate procurement colleagues to oversee adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations; โ€ข Prepares a variety of procurement related documents, including purchase orders, contracts, communications, guidelines, instructions etc. - Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: โ€ข Provides training and guidance to a team of procurement staff within the project and develops work plans and priorities, monitors achievements and evaluates performance of staff; โ€ข Supervises assets management of all assets of UNDP in compliance with the UNDP Asset Management Rules and Regulations including but not limited to recording, coordinating and reconciling asset inventory including physical verification of assets on sites, asset transfer, disposal, write-off and synchronization of Asset Inventory and ATLAS; โ€ข Maintaining electronic and hardcopy files and records to ensure proper accountability; โ€ข Perform other related duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; โ€ข Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; โ€ข Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; โ€ข Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksYemen is a unique country and UNDP in Yemen is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. International UN staff who work in Yemen are granted well-protected accommodations in Sanaa, Aden, and other 5 cities where the UN agencies operate.
