Purpose of Job
The Principal Engineer II Renewable Energy (RE) is responsible for the technical aspects of projects within the Renewable Energy sectors contributing to all phases of the investment cycle primarily involved in project preparation of mostly commercial deals and to a lesser extent project implementation and its monitoring. In addition, the Principal Engineer II RE will assist in assessing project opportunities, risks and addressing transition impact from a technical point of view as well as supporting and promoting the integration of sustainable power and energy solutions across other sectors and with other banking teams. The role also includes elements of supporting policy dialogue, client management and assisting with business development. The Renewable Energy Engineer II will distinguish themselves by the depth and complexity of projects to be assessed for the SIG teams, as well as the ability to handle diversity of project structures, risks to be identified and analysed with regard to technical innovation brought in particular by private sector clients of the Bank.
Background
โข The Sustainable Infrastructure Project Policy & Preparation (SI3P) team is composed of technical, financial and policy specialists; it is tasked with enabling EBRDโs Sustainable Infrastructure Group (SIG) to develop future-ready policies and prepare high-quality projects for clients in line with the Bankโs transition mandate.
โข The Principal Engineer II will be a member of the Project Preparation & Implementation (PP&I) Unit, which is part of the SI3P team and is responsible for providing technical due diligence and project scoping with some in-delivery oversight. A key objective of the role is the identification of technical risks principally associated with RE projects, understand the wider energy resilience (energy transmission, distribution, storage and balancing) implications and also - as required - support in the development of โcross-overโ project opportunities which include the integration of renewable energy in transport and municipal investments.
โข The Principal Engineer II will provide technical authority to the three Energy banking teams to originate and develop their pipeline of mostly commercial projects in the power and energy sector typically covering electricity generation (conventional and renewable and energy storage solutions. Currently, EBRDโs Power & Energy portfolio comprises over 300 projects across various sub-sectors: conventional generation, large and small hydropower plants, renewables, transmission & distribution of electricity, and energy storage
โข The Principal Engineer II will be recognised internally as providing the breadth of technical knowledge and expert independent advisory on exiting, new, novel and emerging technologies relevant to the Renewable Energy sectors. The Engineer will distinguish themselves by covering a wide variety of project types and structures, to include, inter alia, wind energy , photovoltaic energy, digital solutions, battery storage, geothermal, hydropower, combined cycle gas turbine (CCGT), smart metering, floating solar PV, , solar thermal, , smart meters etc.
โข The Principal Engineer II will assist and work closely with other sector specialists and SIGโs Infrastructure teams in other sectors (e.g. transport, water, solid waste, thermal energy) to support the development of โsynergisticโ project opportunities that have the potential to add value; this could include advising the latest innovations including digital solutions that enhance both projects and client capabilities to battery storage etc.
โข The Principal Engineer II will work in developing principally private sector projects but may include some public deals. For each project, the Principal Engineer II will report to the Operation Leader (OL) supporting project preparation, appraisal and monitoring (as appropriate) providing both pragmatic, sound, innovative and imaginative solutions or approaches that facilitate project signing and project monitoring post-signing
โข The Principal Engineer II shall advise and shape the softer reform components (e.g. investment related Technical Co-operation) that enhance the sustainability of investments such as the development of client capabilities in owning and maintaining power and energy solutions, and support the OL in securing funds necessary to develop these project-related elements.
โข The Principal Engineer II will assist in the selection, appointment, review, monitoring and enhancement of external technical consultantโs work, providing independent technical scrutiny to the assignments consultants produce assuring a consistent, high-quality and completeness of final deliverables as per EBRD requirements.
โข The Principal Engineer II will liaise with teams such as the Climate Strategy and Delivery (CSD), Environment & Sustainability (ESD) and Policy Strategy and Delivery (PSD) departments to positively influence EBRDโs policies and strategies in the sectors of expertise.
โข As part of project approval process, the Principal Engineer II will participate in the drafting of technical sections of internal memos and attend clarification meetings with Bank departments such as OCE, Credit, ESD, Procurement, Corporate Recovery, Insurance and Legal or at Bank Committees and Board providing robust technical opinions/well defended technical arguments.
โข The Principal Engineer II is expected to meet with clients, sponsors and investors to help facilitate the OL during the project life-cycle and particularly during pre-signing of investments especially where technical authority is required.
Accountabilities & Responsibilities
โข Independently carry out, lead and/or supervise technical due diligence in order to appraise technical and commercial viability of projects in preparation.
โข Screen initial project proposals to help inform OL, Regional Head and/or Team Director on whether Bank resources should be committed to develop specific projects.
โข Lead and support the preparation of project related documentation including writing Terms of Reference for external consultant hiring process, internal Bank approval documentation etc. providing relevant technical input as necessary.
โข Offer-up pragmatic and imaginative solutions that facilitate project signing and project delivery whilst maintaining the bankโs integrity.
โข Review financial models, including economic and financial costs and benefits (IRR and NPV).
โข Validate the efficacy of expected outputs and outcomes of RE investments
โข Maintain benchmarks of different technologies to ensure Team has state-of-the-art sector expertise.
โข Seek opportunities across sectors and across teams where a more integrated or novel approach could realise better projects
โข Where necessary, carry out or supervise project monitoring in order to support loan disbursement process.
โข Contribute to development of related policies, Country and Bank Strategies.
โข Support the Teams in Head Quarters and Regional Offices with relevant sector related marketing activities to identify and scope new operations in the sector.
โข Support the Teams and Portfolio Managers with understanding of any technical issues during the life-time of the loan agreement.
โข Provide on the job support/coaching to team colleagues in technical aspects of project screening, scoping, due diligence and monitoring to increase sector related skills and understandings.
โข Advise and assist Team procurement specialist on technical aspects of the projects to facilitate project implementation; advise PSD on rationale of technical aspects in policy dialog initiatives; interact with CSD in energy efficiency aspects of the projects and engage with ESD on environmental and social dimensions.
Knowledge, Skills, Experience & Qualifications
โข Degree qualification in relevant engineering/technical discipline; ideally chartered engineer status.
โข Proven track record and extensive experience - at least 10 years - in the field of renewable energy sectors ideally with a relevant technical consultancy firm with experience of advising IFIs in relation to technical and operational aspects of wind or solar projects, or organisation of similar expertise, plus experience with infrastructure utility company or corporate/project finance group or an IFI
โข Demonstrated sound understanding of contractual frameworks, risk identification, and mitigation in renewable energy projects, including familiarity with procurement processes and exposure to IFI or utility-scale project contracts.
โข Deep know-how in a technical or specialised field built on understanding of theoretical concepts and principles and their organisational context with this knowledge gained through qualification and/or extensive practical experience.
โข Experience of carrying out technical due diligence and monitoring of projects in the electricity generation (conventional and renewable battery storage, both stand alone and hybrid solution with Wind Farms (WF) and Photovoltaic (PV) plants.
โข Breath of experience in feasibilities studies, wind/solar resource assessment, energy storage technologies and risk identification, would be considered particularly beneficial.
โข Broader knowledge of public and private sector markets, the regulated business and regulatory environments that influence EBRDโs work in the energy sectors
โข Extensive experience of leading and managing projects to time, cost and quality
โข Experience in working in cross-cultural teams
โข Sound understanding of banking/business principles.
โข Strong analytical and technical skills with the ability to interpret technical and financial information and able to analyse and assess project viability.
โข Commercial acumen
โข Ability to communicate effectively and confidence in handling internal and external senior stakeholders.
โข Very good verbal and written communication skills in English.
โข Good report writing skills.
โข Language skills from one of the Bankโs countries of operation in addition to Turkish is desirable.
