Terms of Reference1.General Background

The United Nations High Commissioner for Refugees (UNHCR) office was established on December 14,
1950 by the General Assembly of the United Nations. The Agency is mandated to direct and coordinate
actions to protect people in refugee status and solve refugee problems. Its main purpose is to
safeguard the rights and welfare of refugees. It also has a mandate to help stateless people. For more

The Private Sector Partnerships (PSP) unit has as part of its responsibilities to raise funds through
individual and corporate donations from foundations, individual and major donors.
The Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER) and has the purpose of maximizing UNHCRโ€™s engagement with the private sector in order to mobilize support and resources for the refugee cause. PSPโ€™s primary goal is to generate significant and increasing annual funding for UNHCR, with an emphasis on sustainable/long term opportunities; unearmarked or broadly earmarked income, and funding for UNHCRโ€™s budgetary needs. Our vision is to make UNHCR the private sector's partner of choice on the issue of forced displacement.
The unit of Private Partnerships & Philanthropy (PPH), which sits within PSP, wants to expand its presence and tap the potential of the private sector in Mexico โ€”including companies, corporate foundations, private foundations and high net-worth individualsโ€” as supporters of UNHCR. Particular emphasis is placed in Mexicoโ€™s main economic hubs, Monterrey and the northern states (Nuevo Leon, Tamaulipas, Coahuila, Chihuahua, Sonora and Baja California) being two priority regions for the expansion of PSPโ€™s fundraising efforts. To access these potential sources, PPH needs to identify and cultivate prospect donors and present UNHCRโ€™s programmes according to their interests, while fostering a strong UNHCR presence in local corporate networks.
Support the mapping and cultivation process with prospect donors from the private sector community in north Mexico, including companies, corporate foundations, private foundations, and high net-worth individuals, and according to UNHCRโ€™s priorities and needs. Engage with the rest of UNHCR units to enable Shared Value Proposals and accelerate UNHCR presence in local corporate networks.

includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative
Instructions as well as relevant accountability frameworks. In addition, staff members are required to

diversity.

2. Purpose and Scope of Assignment
Under the overall supervision of Assistant PPH Officer, the incumbent will assist in the following two main fronts:
โ€ข Donor prospection: mapping of the private sector donor community in north Mexico and identification of prospects according to UNHCRโ€™s priorities and needs. Performance will be measured according to the following activities and deliverables:
a. Conduct research to complete a comprehensive mapping of the private sector in north Mexico โ€”which may include companies, corporate foundations, private foundations, family offices and high net-worth individuals (HNWIs)โ€” with high potential of making financial contributions to support displaced persons and the communities that host them in Mexico. The mapping should include information about the philanthropy/social responsibility strategies of these actors, topics of interest, geographic scope, types of population supported, estimated size of grants, previous organizations/projects/UN agencies supported, types of financial/non-financial support (e.g. volunteering activities, roundup campaigns, in-kind donations, cause-related marketing, pro bono services), as well as accurate contact information for the main focal point (decision maker and account manager) and/or associated actors (e.g. parent companies, members of the board, etc.).

b. Identify at least 10 priority prospect donors for UNHCRโ€™s programmes in Mexico in consultation with PPH team, based on key donor information, UNHCRโ€™s budgetary needs, policies and internal procedures.

โ€ข Donor cultivation: preparation of presentations and concept notes of UNHCR programs; planning and management of meetings with prospects with support and guidance from PPH Officer; identification and participation in private sector events for public relations; and follow-up on prospects and agreements. Performance will be measured according to the following activities and deliverables:
c. Contribute to the elaboration of supporting materials for initial presentations and concept notes with prospect donors, according to the budgetary needs identified by UNHCR. Proper conceptualization of existing programs and projects is key to match donorsโ€™ interests with UNHCRโ€™s needs and priorities. Priority will be given to UNHCRโ€™s 2023-2024 budget priorities. d. Hold meetings and provide adequate follow-up to prospect donors, with support and guidance from PPH Officer and participation of other UNHCR units as needed. The IC is expected to serve as the focal point for the agreed prospect donors.
e. Identify and participate in strategic private sector meetings and events to further disseminate UNHCRโ€™s opportunities for financial contributions.

3. Monitoring and Progress Controls

โ€ข Information database is kept up to date.
โ€ข Reports are provided on a timely basis and maintained.
โ€ข Focal points are educated and kept up to date on the requirements required from their end.
โ€ข Documentation of the reporting interface on SharePoint is carried out.
โ€ข The PSP Investment BI Analytics Platform figures is always aligned with the UNHCR ERP system.
โ€ข Develop a comprehensive mapping of the private sector in north Mexico (including companies, corporate foundations, private foundations, family offices and high net-worth individuals) and identify at least 10 prospect donors.
โ€ข Review current concept notes and develop new ones for prospect donors.
โ€ข Organize calls and/or visits to prospect donors for initial conversations and continuous cultivation, in close coordination with PSP staff and colleagues at UNHCRโ€™s Monterrey Sub-Office.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

โ€ข Minimum of High School Diploma. Bachelorโ€™s degree in marketing, business administration, international relations, communications, or related fields preferred.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
โ€ข For applicants with High School Diploma, at least 3 years relevant experience working in sales or fundraising from corporations and other private sector donors (foundations and HNWIs). For applicants with Bachelors, Masters, or Doctorate degrees, at least 2 years relevant experience in the aforementioned fields.
โ€ข Experience working in fundraising, donor relations, philanthropy is highly desirable.
โ€ข Demonstrated ability to produce engaging communications materials and to explain complexissues in an appealing and concise manner.
โ€ข Excellent written communication in Spanish is essential. Strong writing skills in English aredesirable.
โ€ข Strong interpersonal and relationship-building skills to engage with stakeholders and prospectdonors.
โ€ข Ability to work remotely and with multiple colleagues across time zones. Occasionalcommunications with colleagues in Europe might require early morning conversations.
โ€ข Ability to adhere to tight deadlines and manage projects simultaneously with independence; abilityto exercise discretion and maintain confidentiality required.
โ€ข In the case the office cannot provide a computer in the location, it is necessary to have a personalcomputer to carry out the work.
