Background:

The IRC Finance Team seeks to achieve excellence in financial management by providing accurate and timely financial information to IRC management and programs, by adhering to established financial practices and accounting principles, and by ensuring functional financial systems to support the operations.

Job Overview:

The Payroll Manager is responsible for coordinating payroll activities and collaborating with human resources and accounting to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions, following IRC payroll processing deadlines and in compliance with government regulations. The Payroll Manager reports to the Senior Payroll Officer.

Essential Job Functions:

  • Process payroll for approximately 2500 domestic employees bi-weekly, and 600 international employees monthly.
  • Reconcile Workday and ADP reports for completeness for new hires, terminations, leave of absence, compensation adjustments, etc.
  • Calculate prorated and retro payments based on the effective date of change and process pay data batches.
  • Enter all new hire direct deposit and tax information, and new garnishment orders or revisions into ADP Vantage system.
  • Liaison with the mobility team for timely submission of relocation expenses for processing
  • Prepare reports and vouchers for Benefit Resource (BRI) and upload contribution files to BRI portal.
  • File a quarterly report for Washington Department of Labor & Industries and submit voucher to Accounts Payable.
  • Perform quarterly reconciliation of payroll and transmit amendments as needed to correct prior quarter taxable income.
  • Run off-cycle payrolls for California terminations as needed.
  • Review cash report daily for return of wires, and direct deposit.
  • Review databridge daily for errors and liaison with HR Operations to correct them.
  • Prepare monthly report for the Bureau of Labor Statistics.
  • Resolve employee payroll issues such as overpayment, no payment, late deposits, etc.
  • Process garnishments
  • Process other duties as assigned.

Job Requirements:

  1. Minimum 8-10 years knowledge of the payroll function including preparation balancing, internal controls, and payroll allocations;
  2. Excellent organizational skills and diligence;
  3. Strong analytical and critical thinking skills;
  4. Attention to detail, a drive for accuracy and a strong work ethic;
  5. Proficient with time-keeping systems/Integra (Dynamics 365) software;
  6. Proficient computer skills: Microsoft Office Suite and/or related software.

Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
