Mission and objectivesThe United Nations Development Programme (UNDP) aims to eradicate poverty, reduce inequalities, and achieve sustainable development. It works in 170 countries and territories to help them build strong policies, skills, partnerships, and institutions to address these goals. UNDP's work is centered around six core development areas, known as signature solutions: poverty and inequality, governance, resilience, environment, energy, and gender equality.

ContextThe United Nations Development Programme (UNDP) re-opened its office in Doha, the State of Qatar since August 2021. This was initiated pursuant to the agreement between the Government of the State of Qatar and UNDP concerning the establishment of a UNDP office in Doha in Qatar signed on 15 March, 2021. development, UNDP works in 170 countries and territories to eradicate poverty while protecting the planet. UNDP partners with countries to develop policies, leadership skills, institutional capabilities, and to build resilience for achievement of Sustainable Development Goals (SDGs). It advocates for transformative change, and we connect countries to the resources they need to help people build a better life. UNDP in Qatar serves as an interlocutor between the State of Qatar represented by the Ministry of Foreign Affairs, Qatar Fund for Development as global development partners, and key national strategic partners in Qatar. It offers seamless access to substantive technical policy advisory services and connectivity to Qatar with UNDPโ€™s Global Policy Network architecture. Currently, major objectives of UNDPโ€™s office in Qatar include (1) Enhancing the impact of Qatar funded development programme and strengthen the strategic and multifaceted partnerships between Qatar and UNDP on the future of development, facilitate co-creation of new frontiers of innovative and transformative development solutions, (2) Offering strategic demand driven technical services, building long term capacity, organize policy dialogues and advocacy events in multilateral platforms while (3) forging multistakeholder partnerships with key entities including Qatar Fund for Development. UNDPโ€™s upcoming Strategic Plan (2026-2029) envisions a revived platform for collaboration to advance shared goals by leveraging UNDPโ€™s global presence, multi-stakeholders/partners outreach, and extensive know-how and expertise across critical development areas. International UN Specialist Volunteers in Qatar are entitled to: - Monthly Volunteer Living Allowance (VLA) in the amount of USD 2,888.63 - Entry Lumpsum USD 4000 - Annual and learning leaves; - Free Medical and life insurance; and - Free access to different learning platforms.

Task DescriptionWithin the delegated authority and under the supervision of [Technical Representative and Head of Office UNDP In Qatar] or his/her designated mandated representative(s), the UNV [Partnership and communication Associate] will: โ€ข Lead on the development and implementation of communications strategy of UNDP in Qatar including management of relevant social media handles jointly with key partners in Qatar. โ€ข Coordinate and share relevant partnership success stories and partnership visibility and positioning efforts including during the annual strategic dialogues, key meetings within Doha et al โ€ข Coordinate partnership advocacy events, UN recognized international and national celebrations including annual UN Day to collect communication materials including multi-media content and dissemination of the same across all relevant media platforms in coordination with UN agencies based in Qatar โ€ข Ensure accurate and up-to-date record keeping of partnership engagements, portfolio tracking using the established database and Quantum, including monitoring key portfolio milestones and performance indicators. โ€ข Support high level visits of Executive office/Regional Bureau and UNDP delegations to Qatar including ensuring relevant media coverage and reporting. โ€ข Proactively support the negotiation of proposals and templates of funding agreements in accordance with UNDPโ€™s policies, rules and regulations, in close collaboration with Country offices and other relevant units/Bureaux. โ€ข Lead on production of partnership documentation including INGOs, foundations and charitable institutions, private sector and maintain effective outreach and relationship with local stakeholders in Qatar. โ€ข Support production of articles and write ups including relevant partnership reporting documents, lessons learnt and annual planning and monitoring documents. โ€ข Assist with the conducted of regular office activity and progress reports, minutes taking โ€ข Promote the visibility of the unit activities through social media, articles, project stories and good practices Furthermore, UN Volunteers are required to: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; โ€ข Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases including translation from English into Arabic and vice versa, etc; โ€ข Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; โ€ข Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 15. Results/Expected Outputs โ€ข Developed and executed a communications strategy, enhancing UNDP Qatarโ€™s visibility across digital and media platforms. โ€ข Strengthened outreach through coordinated social media, storytelling, and multi-media content with national and UN partners. โ€ข Produced and disseminated partnership documentation, success stories, and advocacy materials for key events and high-level visits. โ€ข Supported knowledge generation through articles, reports, lessons learned, and planning documents. โ€ข Maintained strong engagement with INGOs, foundations, private sector, and local stakeholders. โ€ข Ensured timely reporting, meeting documentation, and internal communications support. โ€ข Built communication capacities of counterparts through mentoring and collaboration. โ€ข Promoted volunteerism and development values through stakeholder engagement and public campaigns.

Living conditions and remarksThe State of Qatar is a high-income country. Since gaining independence in 1971, Doha has served as the political, cultural, and commercial capital of the nation. The city is home to a wide range of international institutions, embassies, and development partners. While Doha is the main hub, other cities like Al Wakrah and Lusail are rapidly growing and offer modern infrastructure and amenities. Reasonable to high-standard facilities for housing, food, and healthcare are widely available in Doha, with a growing number of internationally accredited hospitals, schools, and retail options. However, the cost of living especially for accommodationโ€”can be high compared to regional averages. The climate is desert and arid, with temperatures ranging from 10ยฐC in winter to over 45ยฐC in the summer. Qatar has two main seasons: summer (extremely hot and dry, from May to September) and winter (mild and cooler, from October to April), with minimal rainfall throughout the year. Healthcare services in Qatar are of a high standard, particularly in the public sector through institutions like Hamad Medical Corporation, and in the private sector through internationally recognized hospitals. Expatriates have access to a wide range of medical services, though registration and local insurance may be required. The security situation in Qatar is stable. Doha and other major cities are considered very safe for residents and visitors alike. The country maintains a low crime rate, and incidents involving foreigners are rare. Petty crimes such as pick-pocketing are uncommon, and freedom of movement within the country is generally unrestricted. However, cultural sensitivities and legal normsโ€”particularly around dress code, public behavior, and mediaโ€”should be respected by all residents and visitors. Conditions of Service for international UN Volunteers The initial contract is issued upon arrival for the period indicated above. The contract can be extended depending on continuation of mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA), which is composed of a Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be calculated using by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,736. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living.
