In 2021, Plan International in partnership with four Co-applicant CSOs: Article 19, the Feminist Dalit Organisation (FEDO), Phayao Youth News Agency (PYNA), and Thailand Youth Institute (TYI) (collectively with Plan: the OVOC Consortium). successfully secured a grant from the European Union with the overall objective to support and empower civil society in protecting and promoting democracy, human rights and fundamental freedoms worldwide by ensuring that young people and especially women and girls in target communities in Bangladesh, Nepal and Thailand (also the broader Asian region) enjoy fundamental human rights and are actively engaged in improving their lives and communities through inclusive, effective, pluralistic and representative civic participation with a focus on inclusive civic space. Inclusive civic space plays a central role in our action.
Our Voices Our Choices: Women and Youth for Democratic Space (OVOC) aims to address the needs and constraints of youth and women in all their diversity including Dalits, LGBTIQ+, persons with disabilities and other excluded groups, as they are often overlooked, suppressed and underestimated, and are not taking part in decision making. The genuine engagement of these often excludes youth/women groups empowers civil society to play a key role in democratic policy implementation at all levels. This, as well as their advocacy and ability to hold duty bearers to account, improves compliance with international human rights policies and law.
The project intends to strengthen an enabling environment for youth/women-led civil society participation and engagement in the Asian region. It aims to facilitate CSOs and youth networks as independent actors who hold their governments to account, and to amplify the outcomes they seek in their societies.
Under the Project, Plan Internationalโs Asia Pacific Regional Office (APAC) is committed to fulfill deliverables that involve regional influencing, partnership with organizations, organizing key events, and coordination with Plan International country offices in Thailand, Bangladesh, and Nepal.
Dimensions of the Role
The OVOC Regional Project and Advocacy Officer will:
Contribute in carrying out the project activities under APAC and provide technical support to OVOC Country Offices (i.e. Plan Bangladesh, Nepal, and Thailand in collaboration with Plan International Netherlands National Office (NLNO) and the Consortium Lead as needed; Provide support for capacity building of youth-led and girlsโ led organizations which include self-protective training, online human rights (HR) course, dissemination of tools and learning packages on freedom of speech, enhancing inclusive civic space, gender transformation, lobby and advocacy, among others; Lead the coordination for organizing international events and celebrating International Days for example International Women Day, International Youth Day, International Humanitarian Day, International Democracy Day, International Peace Day, International Day of the Girl, International Human Right Day in December; Work closely with the Regional Civil Society, Youth, and Advocacy (CYA) Lead and Regional Advocacy and Youth Civic Engagement Advisor in coordinating, building relationship, advocating, and organising intergenerational dialogue between children/youth and regional bodies such as the ASEAN, AICHR, SAARC, etc.; Work closely with the Regional Civil Society, Youth, and Advocacy (CYA) Lead in coordinating and linking OVOC Project youth-networks with relevant civil society organizations and International Youth Networks such as Asia Pacific Interagency Network on Youth (APINY), United National Major Group on Children and Youth (UNMGCY), Asian Development Bank (ABD)/Youth for Asia (YfA), ASEAN Youth Forum (AYF), SAARC Youth Platform who will be part of regional initiatives; Involve Plan Bangladesh, Plan Nepal, Plan Thailand, Plan Netherland, and OVOC Consortium team and their OVOC CSO partners and youth-led groups in regional activities and initiatives and vice versa; Work with the OVOC Consortium Lead in ensuring that Plan APAC deliverables are well coordinated with the consortium members. Ensure that the activities in the Grant under Plan APAC are implemented efficiently and align with EU/donor compliance and Plan policies and procedures; Perform relevant administrative tasks such as budget planning, work plan monitoring, narrative, financial, and audit report review and submission, etc. as required by EU/donor and Plan procedures; Collaborate with other Plan International Country Offices, Global Hub, National Offices (NOs), CSO partners, Youth-led Organisation/movement/collective action, Youth-Led networks, other donors, as necessary, for the implementation of OVOC project activities and the support the overall APAC/CYA goals, objectives, and theory of change; Ensure that the achievements of the OVOC project contribute to the Regional Influencing and Programs goals and objectives, and align with Global initiatives; Contribute to CYA goals, objectives, Theory of Change (ToC) and Regional Influencing and Programme team (RIPT) road map;
