Country Context

The World Bank Group (WBG) Office in Monrovia-Liberia houses about 65 World Bank and 10 IFC staff and consultants who are responsible for maintaining a successful WBG relationship with our clients. The team works with integrity and dedication to deliver on the WBG mission of eliminating extreme poverty and enhancing shared prosperity on a livable planet. ย The new WBG Country Partnership Framework with Liberia (2025 โ€“ 2030) focuses on building foundations for more and better jobs through a catalytic program backed by high-impact client support. Duties and Accountabilities

The Operations Officer will work closely with the Country Manager (CM) for Liberia, the Operations Manager (OM), WB Division Director, IFC Director, and the other members of the CMU management and country teams on all aspects of the Liberia work program. ย The OO will play a leading role in promoting strong implementation and robust clients support, engaging actively with team members across the roughly US$1 billion portfolio. More specifically (s)he will work under the overall supervision of the Country Manager:

โ€ข Analyze and monitor the delivery of the AWMLR work program, including liaising with relevant members of CMU Management Team, the Country Anchor in Washington, Global Practices (GPs), other Bank units and internal partners such as IFC, MIGA and IEG, as required.ย  Track delivery of annual performance targets (disbursements, proactivity, etc.).
โ€ข Take the lead on portfolio oversight, monitoring, analysis and problem resolution. Contribute first draft CMU responses to Implementation Status and Results Reports (ISRs) and provide quality check for draft Management Letters and Aide-memoires.
โ€ข Provide support and problem-solving advice to operations teams and interact with government counterparts to facilitate action needed to address challenges facing operations.
โ€ข Take over ADM responsibility for the Liberia Development Trust Fund.ย  The incumbent would be required to have Trust Fund Accreditation to assume this role.
โ€ข Coordinate and help manage periodic working sessions with Government technical teams and project coordination units, country portfolio performance reviews (CPPRs), regular analysis of operational performance, quality and trends to ensure delivery on CMU/CO targets.
โ€ข Play a leadership role within the Liberia Operations Team and support GA-GD staff (administrative and country services staff; ACS), providing mentoring and coaching as needed.ย  Help foster teamwork and cross-sectoral cooperation on program preparation and implementation and contribute to country team meetings and activities.
โ€ข Working closely with the Senior Country Officer/Country Anchor on briefing notes (e.g., for Spring and Annual Meetings, Sr. Management country visits, etc.) and other internal complex reports; and draft and review operational correspondence.
โ€ข Play a key role in the formulation and implementation of country engagement products (new CPF scheduled for Board Approval on May 29th), and assess sector and thematic issues in relationship with the broader country developments. Make substantive contributions to Liberia country and sector strategies, lending and non-lending work programs, integrating country context.

โ€ข Masters in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations, or similar field relevant to the Bank's mission.)
โ€ข Trust Fund Accreditation
โ€ข Minimum of 5 years of relevant experience. Knowledge of Bank operational policies and business practices; Trust Fund Accreditation would be a plus.
โ€ข Proven ability to think strategically, and to apply this to the design and implementation of country assistance programs.
โ€ข Outstanding interpersonal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.
โ€ข Demonstrated initiative, leadership skills and drive for results, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.
