Work LocationHome Based Expected duration6 months Duties and ResponsibilitiesThe Global Framework on Chemicals - For a Planet Free of Harm (GFC) is an inclusive, voluntary global policy framework on the sound management of chemicals and waste and is hosted by UNEP, Chemicals and Health Branch in Geneva. UNEP is invited to provide continuity of effective secretariat services and administrative support for the implementation of the Framework and of the ICCM5 resolutions. The aim of the Framework is to prevent or, where prevention is not feasible, minimize harm from chemicals and waste to protect the environment and human health, including that of vulnerable groups and workers. It is cross-sectoral and action-oriented, with strong governance and measurability structures that facilitate transparency and ownership of roles and responsibilities to assess progress and promote international standards. The Global Framework on Chemicals consists of five strategic objectives developed around legal and institutional frameworks; knowledge and data; issues of concern; safer and sustainable solutions; and enhanced implementation, and includes 28 targets to be reached, where indicated, by either 2030 or 2035. The Framework introduces the possibility to establish implementation programmes which will support greater uptake and involvement from key industry sectors. The Framework confirms an integrated approach to financing: mainstreaming, private sector financing, and dedicated external financing and establishes the Global Framework on Chemicals Fund. The GFC (formally the Strategic Approach to International Chemicals Management (SAICM)) is an inclusive, voluntary global policy framework on the sound management of chemicals and waste and is hosted by UNEP, Chemicals and Health Branch in Geneva. The Chemicals and Health Branch of the Economy Division leads UNEPโ€™s subprogramme on Chemicals, Waste and Air Quality. UNEPโ€™s programme of work centers around assistance to countries and multilateral environmental agreement (MEA) secretariats to assist in technical-scientific issues related to priority chemicals and implementation of the United Nations Environment Assembly and Governing Council resolutions, in particular UNEPโ€™s medium-term strategy 2018-2021, UNEA Resolution 1/5 on chemicals and waste V. Strategic Approach to International Chemicals Management and UNEA Resolution 4/8 on the sound management of chemicals and waste. Under the direct supervision of the Senior Programme Management Officer, Global Framework on Chemicals, the Operations and Organization Officer will be responsible for the following duties: 1. Develop and Evaluate Capacity-Building Programs: o Design and implement training programs on evaluating projects and programs across different economic and industry sectors. o Monitor and analyze the development and implementation of these programs to assess their impact. 2. Conduct Research and Policy Reviews on Industry Pollution: o Review relevant research and publications to assess industry trends in reducing pollution footprints. o Identify key problem areas, barriers to change, and propose adaptive actions. o Liaise with relevant stakeholders to implement industry-specific solutions. o Track and follow up on action items to ensure progress. 3. Organize Events and Workshops on Chemicals Management: o Plan and coordinate international meetings and workshops related to the Global Framework on Chemicals. o Engage with stakeholders in chemically intensive industries and the investment community to drive corporate responsibility. o Ensure alignment of event objectives with broader chemicals management strategies. 4. Coordinate International Conference and Related Meetings: o Organize meetings of the International Conference and its subsidiary bodies. o Prepare documents, presentations, and other materials to support discussions. o Coordinate inter-sessional work, follow up on decisions, and manage related action items. 5. Manage Hybrid Meeting Arrangements and IT Access: o Oversee logistics for hybrid meeting setups, ensuring smooth IT access and registration processes. o Troubleshoot technical issues and provide support for virtual participants. 6. Coordinate Capacity-Building Initiatives: o Develop and implement a capacity-building strategy, including training and upskilling activities. o Monitor the effectiveness of capacity-building programs and adjust as needed. o Ensure proper financial planning and budgeting for training initiatives. o Coordinate with partners to secure funding and optimize resource allocation. Qualifications/special skillsAcademic: Masterโ€™s degree or equivalent in a field related to environment/health/natural sciences. Two additional years of qualifying work experience may be accepted in lieu of the university degree. Work Experience: At least five years of relevant experience, in the field of international chemicals and waste management, including leadership in organizing international meetings is required. A comprehensive understanding of international and regional regulations related to hazardous substances and lead pollution, including familiarity with UNEP guidelines and tools, is required. Proficiency in utilizing advanced analytical tools and data interpretation relevant to lead pollution is required for conducting accurate assessments and providing informed recommendations. Strong communication skills are required for preparing comprehensive reports and documentation, including clear and concise presentations of findings, recommendations, and progress reports. Capacity to employ a multidisciplinary approach, integrating knowledge from environmental science, public health, policy development, and community engagement to address lead pollution comprehensively is desirable. Work experience in implementing environmental projects involving various partners, clients and stakeholders is desirable. Experience of the United Nations system in particular UNEP is an asset.
