    Organizational Setting and Reporting Relationship

    The position of Operations Analyst is assigned to the Gender Equality Division (CCGE) within the Climate Change and Sustainable Development Department (CCDD). CCSD leads thematic operations, knowledge innovation, and partnerships to position ADB as the region's climate bank. CCGE provides technical leadership for gender across ADB operations and knowledge work in line with ADB's corporate commitments (Strategy 2030 and its 2024 mid-term review). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Director, Gender Equality or designated International Staff, and officer, collaborate and coordinate across the CCGE team.

    Your Role

    As an Operations Analyst, you will provide the full range of analytical and technical support to CCGE in technical assistance (TA) and grant processing, administration and implementation; TA and staff consultant contract management; budget, finance and human resource management; gender knowledge and events management; and trust fund management (as applicable), in support of CCGE's overall work program.

    You will:

    Technical Assistance

  • Provide technical and analytical support to CCGE TA processing, financial and administrative oversight, contractual management and consultant liaison, data and progress reporting and financial closing.
Administer CCGE Trust Funds and donor cofinancing (as applicable), including budget oversight, preparation of reports, communication and correspondence with donors, and preparation of briefing notes and presentations.

Budget and Administration

Provide technical and analytical support to CCGE budget management, including tracking of business travel and staff consultancy resources, annual administrative budget submissions, mid-year adjustments, additional top-up requests and reallocations. Provide technical coverage for routine functions to ensure business continuity when other analysts, senior operations assistants and/or staff consultants are out of office, and any other duties as assigned by supervisor.

Knowledge Management and Events

Provide operational and logistical support to the organization and delivery of knowledge events, including seminars, conferences, workshops, and training for staff and partners. Facilitate budget and contractual requirements for knowledge events, including advances and liquidations, funds transfers, payments to suppliers; travel, protocol, accommodation and visa arrangements (as applicable). Provide technical and analytical support to the preparation of knowledge products, including liaison with the Department of Communications and Knowledge (DOCK), editors and graphic designers, in coordination with CCGE Knowledge Management Officer.

Qualifications

You will need:

Bachelor's degree in social sciences, development studies, economics or related fields. An advanced degree is an advantage. At least 5 years work experience. Preferably with experience working with other international organizations. Excellent written and verbal communication skills in English is required. Proficiency in IT systems and platforms, including MS Word, Excel, Power Point, databases and online budget and travel systems. Familiarity with ADB IT systems is an advantage. Excellent organizational, time management, coordination and liaison skills. Ability to work independently and exercise judgment on urgent matters as required. Strong interpersonal and teamwork skills, including in multicultural and diverse work environments. Experience in events management and communications (including use of online and social media platforms) would be an asset. Understanding of and commitment to gender equality issues is preferable.
