FHI 360โs Crisis Response team is responding to the humanitarian emergency in Ukraine, providing integrated health, nutrition, mental health, and protection programming focused on decreasing morbidity and mortality among conflict-affected communities. FHI 360 is seeking a Nutrition Program Manager for an anticipated new nutrition project focused on improving infant and young child feeding (IYCF) practices among pregnant and lactating women in health facilities and communities. The position is contingent upon confirmation of donor funding.
JOB SUMMARY
The Nutrition Program Manager is responsible for developing and managing FHI 360โs portfolio of IYCF activities in eastern and southern Ukraine, as well as providing strategic and technical leadership for the nutrition unit. The Nutrition Program Manager will manage nutrition programs from assessment and conception through close-out and evaluation and s/he will supervise the nutrition staff in the department. The Nutrition Program Manager will work closely with the MHPSS Coordinator and Health Coordinator, as well as coordinate with relevant operations departments.
Based in Dnipro, this duty station is designated as extreme risk and poses a heightened risk or direct threat to personal safety. However, FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. For international staff based in Ukraine, FHI 360 provides a competitive salary, danger pay, premium pay allowance, accommodation, relocation, and regular R&R rotations which includes a roundtrip ticket to designated relief point, and a 750 USD lump sum payment.
ACCOUNTABILITIES
Recruit and manage nutrition staff to build a strong team. Provide overall technical guidance in line with expected outcomes as well as administrative management, ensuring a clear division of responsibilities, clear objectives, and performance management.
Contribute to the development of the nutrition logical framework, indicators, and data collection tools, in coordination with the MEAL Coordinator and Senior Health and Mental Health Coordinator.
Coordinate and/or conduct IYCF-E needs assessments at health facilities to assess the package of IYCF support appropriate for each facility. Ensure that assessment reports are completed and properly filed.
Regularly review and update the nutrition program workplan. Ensure that the planned activities are implemented in a timely manner, and that all activities adhere to FHI 360 and donor requirements.
Manage the capacity building of government health facilities to provide IYCF services, including coordination of service provision at key contact points for women.
Develop and manage FHI 360 community nutrition activities, including recruitment and management of community IYCF promotion volunteers.
Manage activities related to provision of information and resources to PLW on IYCF (e.g., printed flyers, social media applications, videos).
Manage the implementation of IYCF-E training and IYCF-E corner activities, ensuring that the interventions are delivered in a way that ensures sustainable and measurable impact.
Manage implementation of an assessment of the International Code of Marketing of Breastmilk Substitutes in health facilities, mapping of lactation counselor staffing in health facilities, and qualitative assessment of the factors affecting a womanโs decision to breastfeed.
Regularly review and analyze program data, ensuring that FHI 360โs nutrition programming are evidence-based and supported by data (determining what program approaches are utilized and in which places). Support the technical design and implementation of program evaluations.
Support the development of supervision and mentorship tools, such as for IYCF-E counseling and service provision. Supports technical aspects of nutrition projects including staff and partner capacity building.
Provide technical supervision of the field activities and staff including through field monitoring visits. Ensure accurate and timely weekly reporting on nutrition activities.
Contribute to the development of FHI 360โs nutrition strategy in Ukraine which balances direct service delivery with building health system capacity to independently deliver quality IYCF services.
Identify potential program linkages between nutrition and other FHI 360 program areas such as health, MHPSS, protection, and WASH (including referral pathways and systems). In particular, collaborate with the MHPSS department to integrate mental health support for PLW into FHI 360โs nutrition service delivery.
Coordinate closely with FHI 360โs health promotion officers to ensure that IYCF promotion, screening and referral for skilled counseling is integrated into the broader health education activities implemented by community volunteers in the rural villages supported by FHI 360โs mobile medical teams.
Determine operational needs for nutrition activities, closely coordinating with the procurement and logistics units to ensure smooth and timely implementation of programs, and coordinate with the security department to ensure that project sites have been reviewed and cleared prior to implementation of activities.
Establish and maintain strong external relationships with health facility management, city health department, oblast health department, local authorities, and other government partners.
Represent FHI 360 in national and sub-national nutrition coordination structures (nutrition TWG, health cluster, etc.), contributing to standard Nutrition TWG guidelines, and coordinate closely with other humanitarian actors implementing nutrition activities.
Produce regular reports and plans of health activities to the Senior Health and Mental Health Coordinator.
Any other duties assigned by the supervisor.
QUALIFICATIONS
Bachelorโs degree in a field related to the nutrition sector. Masterโs degree is an advantage.
6+ years of relevant professional experience including technical design and implementation of nutrition programming.
At least 5 years of experience working on IYCF programming.
At least 2 years working with international NGOs in humanitarian response missions.
Strong technical competence in Infant and Young Child (IYCF) approaches and standards (both for emergencies and non-emergency contexts).
Strong technical knowledge of IYCF-E Operational Guidance, the Sphere Standards and the International Code of Marketing of Breastmilk Substitutes.
Experience starting up IYCF-E programs in humanitarian contexts is an advantage.
Experience training and building capacity of local staff and partners on nutrition and IYCF-E is an advantage.
Experience working on IYCF programs in middle-high income countries is an advantage
Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills.
Excellent written and oral communication skills. Able to effectively represent the organization with external stakeholders.
Fluency in English required.
Knowledge of Ukrainian or Russian is an advantage (but not required).
Proficient in Microsoft Office applications (Word, Excel, Teams, and Powerpoint).
