Result of ServiceThe individual contractor will contribute to increasing knowledge and understanding of NTMs in the target countries as well as enhanced transparency for Fiji, Papua New Guinea, Solomon Islands and Vanuatu and their partners. Work LocationHome based Expected duration18.07.25 - 30.09.25 Duties and ResponsibilitiesThe individual contractor will review the NTM dataset for Niue, Kiribati, and Marshall Islands updated to May 2025 under the IMPACT project. Working under UNCTAD supervision and in close cooperation with the NTM data collector, the contractor will: 1. Use TRAINS Online to verify all entries made by the NTM data collector and the HS coder, correcting or adjusting them as needed. Cross-check each entry against the full text of the underlying regulations. 2. Identify trade-related regulations and their associated NTMs within the pool of collected regulations, and inform the data collector of any missing regulations. 3. Perform comprehensive consistency and completeness checks on the NTM data and HS coding. In addition, the contractor will: • Use the NTM data-checking tool in the R programming language to conduct completeness checks for the Niue and Kiribati datasets. • Provide capacity-building sessions to relevant staff on the use of this tool. She/He will also perform NMT coding of the European Union NTM dataset, enabling its update through spring 2025. Qualifications/special skillsAn advanced university degree, Master, in economics or international relations is required. At least 5 years of experience in trade related regulations, of which two years on NTM classification, particularly with UNCTAD’s methodology of NTM data collection is required.
