Coordinate the development, maintenance and review of the Network Operational Concept (CONOPS) and of the network roadmaps and their alignment with other Concepts of Operations and the NSP. Define and break down the network conceptual elements (business, operational, technical) in the network roadmaps. Coordinate and consult with internal and external stakeholdersโ€”including airports, ANSPs, military authorities, and airspace usersโ€”to develop, maintain, and implement network and local ATM concepts. Identify, gather and assess operational needs to contribute to the development of iNM (integrated Network Manager system) requirements and future evolutions, provide expert input to special agreements and coordinate the alignment of iNM business requirements with the overall network concept. Conduct and support analyses on the progress of European ATM operational and technical developments and trends, and prepare plans, reports, and other relevant materials to assist senior experts and management. Prepare and contribute to reports, working papers, presentations, and technical documents to capture analyses, findings, and recommendations. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

Candidates must fulfil one of the following requirements: Completion of third level studies in a relevant field, meeting European Qualifications Framework (EQF) Level 7 followed by at least 3 years relevant professional experience or Completion of third level studies in a relevant field, meeting European Qualifications Framework (EQF) Level 6 followed by at least 4 years relevant professional experience or Professional training (e.g. ATCO) of an equivalent level followed by at least 3 years relevant professional experience.
Refer to the European Qualifications Framework (EQF) Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate. An ATCO or ATSEP licence would be an asset. Experience in activities related to the development of Air Traffic Management (ATM) concepts, operational requirements or ATM strategy development. Understanding of network concepts, aviation needs and operational changes impacting the networkโ€™s performance, with particular focus on Trajectory Based Operation (TBO) concepts. Knowledge of the NSP, High Level Network CONOPS, ICAO ASBUs (Aviation System Block Upgrades) and the ATM MP (Master Plan). Understanding of financial aspects of system deployment and main stakeholder business drivers. Experience or knowledge of CBA (Cost Benefit Analysis), ideally performed in the aviation field, would be an asset. Project management skills. Analytical thinking: you analyse information and identify relationships. Influencing: you tailor style and approach to impact others. Networking: you know how to maintain and expand effective networks. Planning and Organising: you plan ahead and adapt as required. Communication: you are able to foster two-way communication. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become at least a basic user of French at level A1 before the end of the probation period.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
