Description of the Assignment:

With guidance from the Department of Agriculture, Ministry of Agriculture and Forestry and UNDP, the consultant is expected to deliver the following:

i. Capacity needs assessment and planning

· Conduct a capacity needs assessment among targeted stakeholders, including extension officers, farmer groups, CSOs, and financial institutions, to identify knowledge gaps in sustainable agriculture, agrochemical risk management, and financing mechanisms.

· Prepare a detailed workplan outlining the strategy, target groups, delivery schedule, and expected outcomes for both training activities and pilot interventions.

· Align all plans with the FARM project results in framework, government priorities, and agroecological best practices.

ii. Training curriculum development and knowledge product design

· Design training curriculum tailored for various stakeholder groups on key themes such as: Integrated Pest Management (IPM),Good Agricultural Practices (GAP), Organic and climate-resilient farming practices, Safe handling, storage, and disposal of agrochemicals and agricultural plastics, Environmental and health risks of hazardous pesticides and Accessing green financing and incentives for sustainable agriculture.

· Develop training manuals, visual aids, field handouts, PowerPoint presentations, and e-learning modules in both Lao and English, ensuring gender and inclusivity sensitivity.

· Collaborate with DOA and relevant agencies to validate and localize training materials.

iii. Training delivery and facilitation

· Organize and conduct training workshops and field demonstrations across selected provinces, targeting government extension officers (national and sub-national),farmer organizations and cooperatives, financial institutions and banks , CSO partners and agricultural advisors.

· Facilitate learning through participatory approaches including group discussions, practical field exercises and real case simulations.

· Administer pre- and post-training assessments to evaluate knowledge uptake and behavioral change among participants.

iv. Implementation of pilot demonstration activities

· Support DOA and provincial authorities in selecting pilot sites and beneficiaries based on established criteria.

· Provide technical support and supervision for the implementation of pilot activities showcasing agroecological farming systems, IPM practices with reduced or no chemical inputs, biological pest control and cultural management, soil health improvement and water-efficient farming practices.

· Coordinate with relevant departments (e.g., DAEC, PAFO, DAFO) and local partners to ensure timely execution and strong community engagement.

· Conduct at least 3 field missions to oversee demonstration trials and collect technical feedback from stakeholders and farmers.

v. Monitoring, documentation and reporting

· Track implementation progress, training effectiveness, and impact of pilot activities using pre-defined indicators.

· Compile data and qualitative evidence from both field activities and training sessions.

· Produce high-quality knowledge products, including training and demonstration reports, case studies and success stories, policy briefs and recommendations for scale-up.

· Prepare progress reports and a final comprehensive report summarizing achievements, challenges, lessons learned, and strategic recommendations for institutionalisation and sustainability.

All outputs and documents where applicable to be submitted in electronic form (soft copy) with approved formats compatible with Microsoft Office and Adobe Image and other files in approved formats.

Period of assignment/services (if applicable): 110 working days.
