Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract as of 15 May 2025 will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29,688 USD yearly.
Introduction
The ILO Country Office for Ukraine is actively rolling out the ILO Transitional Cooperation Strategy for Ukraine for 2024โ2025 focusing on three pillars: Investing in People, Creating quality employment and sustainable enterprises and Improving labour market governance and social dialogue.
Within the second pillar of the Strategy, the office implements several projects, viz. ILO support to Ukraine, funded by the Government of Belgium addressing critical areas such as prevention of labour exploitation and human trafficking, entrepreneurship support, and capacity building for social partners and the new RBSA project Response to the crisis caused by the war in Ukraine is focused on labour market challenges faced by vulnerable groups, particularly women and IDPs in Kyiv region. The latter is aimed at their employability and skills training/retraining, improved job matching and counselling services to be achieved through local employment partnerships (LEPs) and strengthening the capacities of regional labour market stakeholders, including social partners.
Based in Kyiv, in the newly established ILO Country Office for Ukraine, the National Project Officer will ensure support to the National Project Manager in delivery of project outcomes.
The National Project Officer will be part of the project team implementing the project in Kyiv region and will support the successful implementation and delivery of the project outcomes.
Reporting lines
The position reports to the National Project Manager (NPM). The position will receive guidance and technical advice from the NPM and relevant specialists in the DWT/CO-Budapest and relevant technical Departments in Geneva.
Description of Duties
Main duties and responsibilities
1. Provide support to the NPM on the day-to-day implementation and administration of the project activities in conformity with project objectives and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the relevant HQ Departments, project partners, international and national experts, and ILO constituents.
2. Work in close collaboration with (partners) to design and revise project annual work plans, as well as preparation of budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.
3. Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.
5. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions.
Required qualifications
Education
First level university degree in economics, public policies, development studies or a relevant field.
Experience
One to two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Prior engagements with UN and ILO projects would be given special consideration.
Technical requirements: Technical expertise in employment and labour market policies, public employment services, skills and TVET, industrial relations, social dialogue, and labour law would be an advantage. Knowledge of the policy making process in Ukraine.
Languages
Excellent knowledge of Ukrainian and English, both oral and written.

โข Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Ukraine.
โข Knowledge of the officeโs financial rules and regulations.
โข Good knowledge of the context and challenges for the project areas of expertise.
โข Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.
โข Good ability to interpret project information and to identify and analyse problems with implementation
