Presence of marine debris raises disruption to the ecosystems, biodiversity and national economies. In Indonesia, waste management processes are lacking in effectiveness of ensuring minimal leakage of waste to marine environment; proven that up to 80% of Indonesian marine waste originates from terrestrial processes, of which 30% is categorized as plastic, the largest non-organic waste composition among all. In 2018, approximately 0.615 million tons of waste entered Indonesia's oceans. Mismanaged waste that enters the water can be carried by ocean currents over large areas and even across countries. Presidential Regulation No. 83 as of 2018 emerged in response to the disruption where, by 2025, a target for 70% reduction for marine debris has been set within. Apart from establishing The National Coordination Team on Marine Debris (TKN PSL), Presidential Regulation No. 83/2018 elaborates synergistic and measured strategies to reduce marine debris, known as the National Action Plan on Marine Debris Handling (RAN PSL). This regulation targets a involves the coordinated efforts of 18 key ministries and agencies, including the Ministry of Home Affairs, the Ministry of Public Works, Ministry of Fishery and Maritime and the Ministry of Industry.

Furthermore, Indonesia plays an active role in regional and global initiatives to tackle plastic pollution. It has engaged in UNEA 5.2 with the objective of developing binding commitments to end plastic pollution including in the marine environment, with the ultimate goal of achieving near-zero plastic pollution by 2040.

In support of this effort, UNDP Indonesiaโ€™s Environment Unit, through the Marine Plastic Litter Reduction Acceleration Secretariat Project, has been collaborating with the Ministry of Environment for implementing the RAN PSL and raise stakeholder awareness on reducing marine debris. Strategies include enhancing the secretariat's institutional setup, fostering partnerships, and developing a robust communication strategy. These efforts aim to improve coordination among task forces, increase public and stakeholder awareness, and achieve a 70% reduction in marine plastic litter by 2025 and beyond. The secretariat is required to build coordination and collaboration with local governments, private sector entities, NGOs, and donor organizations.

To ensure the successful implementation of these initiatives, a National Project Manager is needed. This role will involve overseeing the day-to-day operations of the project, managing cross- sectoral collaborations, and facilitating essential activities to support Indonesiaโ€™s ambitious target of a 70% reduction in marine plastic waste by 2025. The Project Manager will play a critical role in advancing the evaluation and preparation of the National Action Plan Post 2025, promoting innovative waste management approaches, and ensuring effective, measurable outcomes through strong coordination, monitoring, and problem-solving, enhancing national capacity for International Legally Binding Instrument (ILBI) negotiations and adoption; stakeholder engagement to prepare the recycle content studies; expansion of interfaith waste donation movement (GRADASI) and community empowerment; designing the Integrated Marine Debris Monitoring & Knowledge Database System and ensuring the success of performance-based payment system for riverine waste handling.

Under the overall guidance of the Head of Environment Unit and technical guidance from the Programme Manager, the National Project Manager (NPM) is responsible for management of project support team. The NPM analyzes political, social and economic trends and leads formulation, management and evaluation of project activities within his/her portfolio, as well as to provide policy advice services and support to the unit as required.

Duties and Responsibilities

The NPM will be based at the Ministry of Environment office. Under the overall guidance and supervision Head of Environment or delegated staff, the NPM has the authority to run the project on a day-to-day basis. The NPM is responsible for making the day-to-day decisions on project implementation and ensures that the project produces the results specified in the project document to the required standards of quality and within the specified time and cost.

The primary reporting responsibility of the incumbent is to the Head of Environment Unit or delegated staff. Additionally. The national project manager is responsible for ensuring smooth flow of information and services between the UNDP and the Project Management Unit (PMU).

The National Project Manager (NPM) will be responsible to support the Project Implementing Partners in undertake day-to-day project management in accordance with the approved project document (Prodoc) and UNDP principles and procedures. The NPM will lead project management unit in Jakarta including the mobilization of all project inputs, supervision over project staff, consultants and sub-contractors. Oversees the day-to-day project implementation and ensure achievement of targets as outlined in the project work plan; Support the daily operations of the Marine Task Force Secretariat in alignment with Indonesiaโ€™s National Action Plan for Marine Debris Management (TKN PSL) ย Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members; Mobilizes goods and services and other project inputs, including preparing ToRs for expert consultants, meetings and workshops; Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets; Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government, and UNDP regulations for project management; Develops/updates as necessary the project standard operating procedures in line with the government and UNDP regulations; seeks the boardโ€™s approval; and takes responsibility for updating and revising it as necessary; Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation; Consults with the project board through the National Project Director for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); Performs NPM duties on UNDPโ€™s Enterprise Risk Management (ERM) in web-based system (Quantum) in line with the Implementation Modality โ€˜s manual and as outlined in the delegation of authority for NPM as well as to comply with relevant UNDP project cycle management guidelines; Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports; Ensures gender-related economic, environmental, public research and analysis, to contribute to the formulation of policies, programme interventions, procedures, guidelines and tools.ย 

Ensure effective planning, budgeting, and execution of the project through following tasks:

Prepares projectโ€™s annual and quarterly work plans and organizes project board meetings to obtain their approval; ย Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan; ย Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project Standard Operating Procedure (SoP); Prepare and submit financial reports to UNDP on monthly and quarterly basis; Prepares bi-annual project assurance reports (PARs), in line with the standard template and presents it to the project assurance team on a timely manner; Provides additional inputs and data for external project reports as necessary and required by the project assurance team; Organizes bi-annual project board meetings and reports to the project board on the projectโ€™s bi-annual and annual progress together with any issues that may require project board decisions; As required and directed by the project board, liaises with UNDPโ€™s Management Performance Oversight (MPO) Unit reporting focal point to facilitate project review, reporting and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by UNDP MPO; To make sure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web based system Quantum , reporting, etc; Visit project sites as and when required to appraise project progress on the ground and validate written progress reports.

Create and nurture strategic partnerships and support to the implementation of resource mobilization

Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project; Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results; Builds project reputation for quality design, reliable delivery as well as integrity and accountability; Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors; Identifies opportunities for mobilizing resources for the project, and prepares substantive briefs on possible areas of cooperation; and In coordination with UNDP Communication units and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.ย

ย  Required Skills and Experience
ย  Education:
Advance University Degree (Master's degree) in International Development, Finance and Economics, Sustainable Development Studies, Public Policy, Public Administration, Business Management, Social Science or other relevant fields is required. or A first level university degree (Bachelor's degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advance university degree ย  Experience: Minimum 5 years (with Master's degree) or 7 years (with Bachelor's degree) of relevant experience at national and/or international level in providing management advisory service, hands on experience in design, monitoring and evaluation of development portfolios and projects and establishing interrelationships among international organization and national governments.ย  Work experience using government and UN/UNDP procedures would be desirable. Experience in project implementation following government and international organization rules and regulations. Knowledge and direct experience dealing with various donor reporting requirements. Experience coordinating with cross-ministerial and agency members, particularly in waste management and marine and river debris issues, is highly desirable. Knowledge and direct experience dealing with marine debris issues, behavior change strategies, and the ability to collaborate with local governments, donors, NGOs, academics, the private sector, and media is highly desirable Experience in behavior change programs related to marine debris management is highly desirable. Experience in developing data and information systems for marine debris management is an advantage. Experience in communicating with potential donors for project implementation is an advantage. Familiarity and work experience using the International Legally Binding Instrument (ILBI) and its relevance to marine debris management is highly desirable.
