Under the direct supervision of the National Programme Officer, and in close collaboration with the IBG RTS (Regional Office (RO) Vienna), the successful candidate will be responsible and accountable for the coordination of the implementation of โIntegrated and Scalable Approach to the Mixed Migration Flows by the Borders of Tรผrkiye - Phase Iโ Project and will undertake other tasks assigned by the direct supervisor.
1. Directly coordinate the implementation of the โIntegrated and Scalable Approach to the Mixed Migration Flows by the Borders of Tรผrkiye - Phase Iโ project as well as assigned projects/project components under the responsibility of IBG Unit.
2. Provide all required assistance to the Head of IBG Unit in managing the projects under IBG unit initiation, planning, implementation, monitoring and evaluation (operational and financial), closing as well as budgeting, project reporting (narrative, statistical and budgetary), project quality management, leading project teams, fundraising, and promoting project results to the public.
3. In close cooperation with the direct supervisor, coordinate daily work and functions of assistants assigned to the relevant project.
4. Coordinate planning and following up of logistical and administrative arrangements of the relevant project and assist the implementation of other projects when requested.
5. Coordinate monitoring of budget expenditures of the relevant project and regularly report to the direct supervisor.
6. Prepare project-related reports and coordinate planning and implementation of projectsโ activities incl. recruitment of consultants; preparation of programs of events; participation in reporting and M&E process of activities in close cooperation with the direct supervisor.
7. Act as the focal point in liaising with respective beneficiaries of the project, relevant stakeholders and the donor and represent IBG unit when requested.
8. Provide technical support to the Turkish Government in order to strengthen its capacity in addressing irregular migration in general, counter migrant smuggling and forgery detection in particular.
9. Provide assistance in coordinating on-going and planned projects and activities of IBG Unit through technical monitoring and administrative and financial overview ensuring the proper application of a monitoring system to track progress on programme results and indicators.
10. Support Head of IBG Unit and National Programme Officer in the planning, timely implementation, evaluation, reporting of the activities conducted under the Unit.
11. Participate in national and international meetings and conferences when requested; prepare and deliver presentations, prepare meeting reports/minutes and draft concept papers in coordination with the direct supervisor.
12. Identify potential areas of new initiatives and interventions of IOM IBG unit, liaise with the relevant governmental and other stakeholders at national and local levels.
13. Regularly research, follow-up, compile, analyse and share information/data on national, regional and international developments, reports, legislation and other relevant documentation on migration relevant to work of IBG Unit,
14. Perform such other duties as may be assigned by the Head of IBG Unit and National Programme Officer.
Education
- Masterโs degree in social sciences, international relations, public administration, migration studies or law from an accredited academic institution or university degree in the above fields with minimum two years of relevant professional experience.ย
- Specific focus on such thematic areas as border management, irregular migration, migrant smuggling, security studies and forgery in travel documents is highly desirableย Accredited Universities are those listed in the UNESCO World Higher Education Database.Experience
- Experience in project management in the field of border management, migration management, security, detention or similar area;ย
- Experience in liaising with national governmental and non-governmental authorities as well as with international institutions/organizations;ย
- Sound and proven understanding of internal and international migration related issues from an operational and policy perspective;ย
- Familiarity with financial and business administration;ย
- Having analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; and,ย
