Organizational Setting

FAO Ukraine is the country office of the Food and Agriculture Organization of the United Nations, a specialized agency dedicated to achieving food security, reducing rural poverty, and promoting sustainable management of natural resources. FAO Ukraine works in close partnership with the government, civil society organizations, private sector, and other UN agencies to address the diverse challenges and opportunities in the agriculture, forestry, fisheries, and environmental sectors. By providing technical assistance, policy advice, and capacity development support, FAO Ukraine plays a vital role in fostering sustainable agricultural practices, strengthening the resilience of rural communities, and enhancing food security and nutrition across the country.

FAO is implementing a project to strengthen prevention of sexual exploitation and abuse (PSEA) capacities in six emergency contexts (Ukraine included) at increased risk of SEA. The overall objective of the project is to strengthen PSEA capacities to implement measures to effectively prevent, mitigate and respond to SEA in target countries to ensure safe implementation of FAO operations. This will enhance the effectiveness and accountability of FAO's delivery of emergency and resilience programmes and strengthen the protection and rights of affected communities. ย A key component of this project is to assign a national PSEA Specialist who will help ensure PSEA is effectively prioritized and provide dedicated technical support and increased capacity to Country Offices.
FAO applies a zero-tolerance policy towards any acts of sexual exploitation and abuse (SEA).


Reporting Lines

Under the overall supervision of Head of Country Office, the National PSEA Specialist will report directly to head of programmes and will work closely with the PSEA Focal Point and Alternate at FAO.ย 


Technical Focus

The National PSEA Specialist is responsible for coordinating and providing substantial technical support to PSEA activities of FAO Ukraine Office.


Tasks and responsibilities

โ€ข ย  ย Provide PSEA technical support to PSEA Focal Point and Alternates, Country Office teams, including programming, partnerships, human resources, etc to ensure mainstreaming of PSEA processes and build technical capacity to ensure sustainability.ย 
โ€ข ย  ย Deliver PSEA awareness sessions/refresher trainings to all personnel in country; capacity building of PSEA Focal Points and Alternates and in country FAO implementing partners as required.
โ€ข ย  ย In line with FAOโ€™s PSEA Policy, develop a robust PSEA Work Plan for FAO Ukraine office, adapted to the local context.
โ€ข ย  ย In coordination with relevant Officers at country level, support or implement outreach and engagement with programme beneficiaries and wider affected communities in areas of FAO programme implementation.
โ€ข ย  ย Review existing complaints and feedback mechanisms โ€“ where established- to ensure mechanisms can safely and confidentially handle SEA allegations if received. If not established, establish appropriate mechanisms ensuring consultation with affected communities.
โ€ข ย  ย Carry out SEA risk assessments in Ukraine country office, identify, and support implementation of appropriate SEA prevention, mitigation, and response measures to strengthen protection of communities where FAO works.ย 
โ€ข ย  ย Support FAO participation in inter-agency CBCMs and interagency PSEA Network meetings.
โ€ข ย  ย Ensure a victim/survivor-centered approach mechanisms are established or strengthened, and that SEA incidents and allegations are reported through the appropriate channels designated at FAO.
โ€ข ย  ย Initiate PSEA capacity assessments and strengthening activities with implementing partners to ensure application of the UN implementing partner protocol.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements ย ย 
ย 
โ€ข ย  ย University degree in social sciences, gender studies, international development, or any other relevant field is required.
โ€ข ย  ย Minimum 5 years of relevant experience in any of the following areas: prevention of sexual exploitation and abuse (PSEA), accountability to affected people (AAP), sexual and gender-based violence (SGBV), survivor/victim assistance, protection, child protection, safeguarding.
โ€ข ย  ย Working knowledge of English (Level C).
โ€ข ย  ย National of Ukraine or resident of the country with valid work permit.

Technical/Functional Skillsย 

โ€ข ย  ย Experience in facilitating training and capacity building activities on PSEA is required.
โ€ข ย  ย Experience applying UN and IASC PSEA standards, frameworks and tools and/or experience working on safeguarding to international standards in complex humanitarian contexts, highly desirable.
โ€ข ย  ย Experience establishing, maintaining, or working with complaints and feedback mechanisms desirable.
โ€ข ย  ย Demonstrable report and presentation writing skills.
โ€ข ย  ย Familiarity with data protection standards and confidentiality is required.
โ€ข ย  ย Work experience in field locations and humanitarian settings required.
โ€ข ย  ย Demonstrated ability to analyze problems, make appropriate recommendations, effective decisions, including in emergency settings.
โ€ข ย  ย Experience working on prevention and response to sexual exploitation and abuse in humanitarian and complex emergencies particularly desirable.
โ€ข ย  ย Familiarity with the UN system and global coordination structures (e.g. IASC) an advantage.
โ€ข ย  ย Sensitivity and commitment to cultural diversity, gender issues and victim/survivor approaches is required.
