1. The Position/Project/Office Backgroundย
The Project โBuilding a Model to Respond to Violence against Women and Girls in Viet Namโ funded by the Korea International Cooperation Agency (KOICA) was successfully implemented by the United Nations Population Fund in collaboration with the Ministry of Labour, Invalids, and Social Affairs (MOLISA), the Quang Ninh Social Work Center and the Center forย Studies and Applied Sciences in Gender, Family, Women and Adolescents (CSAGA) in Viet Nam during 2017-2021. Under this support, the first-ever One Stop Service Centre (OSSC) for survivors of gender-based violence (GBV) was established in Quang Ninh Province to provide integrated 24/7 essential services including healthcare, psychological counseling, legal support, police protection, emergency shelter, and referral pathways under one roof.ย
To sustain and strengthen the achievements of the Project, KOICA supported UNFPA the first Bridge Phase project โFollow-up activities of Building a Model to Respond to Violence against Women and Girls in Viet Namโ, July 2022 - June 2023. In December 2024, KOICA supported UNFPA the second Bridge Phase project โSupport Emergency Relief and Post Disaster Recovery for Quang Ninh One Stop Service Centerโ, January โ December 2025, to ensure the provision of uninterrupted services for GBV survivors in Quang Ninh and nearby provinces in the context of Typhoon Yagi recovery efforts, followed by a Second Phase Project โPromote replication of a model in preventing and responding to violence against women and girls in Viet Nam to enhance support for service delivery to women and girls subjected to violenceโ (2024-2027).
The overall goal of the Second Phase Project is to contribute to strengthening the multi-sectoral response in addressing violence against women and girls at national and subnational levels, and will be implemented by UNFPA in collaboration with MOLISA, MOCST, Quang Ninh Social Work Center, Ha Tinh Social Work Center and Khanh Hoa Social Work and Protection Center.
The Project Associate of the KOICA-funded Second Phase Project is based in the UNFPA Country Office at the Green One UN House in Ha Noi, Viet Nam. The Project Associate provides administrative and financial management support to the project.
2. Job Responsibilities
- Administrative and financial support for the management, implementation, monitoring and evaluation of the project.
- Apply established systems and procedures and assist in the creation of substantive knowledge by compiling, synthesizing, and analysing information, specifically relevant to violence against women and girls.
- Assist the Project Officers in guiding routine project implementation in close collaboration with national counterparts and project personnel, and in coordinating the timely delivery of project results and reporting deadlines; work with the Gender Team on moving upstream policy advice.
- Provide administrative and logistical support to the Project Officers in the conduct of project meetings, workshops and events, and other project activities implemented by UNFPA;
- Support the monitoring of project performance via providing necessary information and analysis, including implementation rate against indicators/results; detect potential implementation problems and propose remedial action.
- Maintain an effective financial recording and reporting system and a mechanism for monitoring project budgets; regularly provide accurate, up-to-date financial information for management purposes.
- Conduct field visits, participate in review meetings and evaluation missions and prepare regular inputs to status and progress reports; carry out a regular follow-up on the implementation of spot checks and audit findings.
- Support advocacy and resource mobilization efforts of the CO by establishing and maintaining donor and public information contacts. Assist with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.
- Assist in implementing the Country Officeโs knowledge management strategies to capture lessons learned and best practices related to the project; share them with management for future initiatives.
- Demonstrate and promote gender-sensitive behaviours and gender equality within UNFPA and with partners.
- Implement any other activities requested by the Supervisor and the Country Officeโs Senior Management, including supporting wider team and Office goals and well-being e.g. by volunteering to take on additional responsibilities at the Country Office level.
3. Institutional Arrangement
- The Project Associate of the KOICA-funded Project will report to the Programme Specialist on Human Rights and Gender.ย
- The Project Associate works in close collaboration with the programme staff and the operations team of the UNFPA Country Office, Government officials, experts and civil society (where relevant) ensuring successful project implementation.

5. ย Minimum Qualifications of the Successful LSC*
Min. Education requirements
Completed Secondary Level Education required.ย
First level university degree in Business or Public Administration, Economics, Finance, or similar discipline desirable.
Min. years of relevant work experience
6 years of relevant experience in programme/project management in the public or private sector.
Experience, Knowledge, and skills
ย Knowledge in the area of Gender will be an asset.
Desired skills in addition to the competencies covered in the Competencies section
ย Proficiency in current office software applications and corporate IT systems.
Required Language(s)
ย Fluency in oral and written English and Vietnamese.
