The Position:

The Gender & Social Norms Program Specialist is responsible for the delivery of UNFPAโ€™s programmes in the area of gender & social norms, gender based violence against women and girls including in humanitarian settings, and Womenโ€™s Empowerment in Egypt. ย You will ensure that the Country Programme is duly executed with quality outcomes in gender and social norms mainstreaming and GBV against women and girls in this area, in accordance with international standards and human rights principles and in line with corporate strategies and policies.

Job Purpose:

In the UNFPA country office in Egypt and in the context of the implementation of the 11th Country Programme for Egypt, you will play a pivotal role by providing programmatic and technical leadership, guidance and advice in all matters related toย gender & social norms, all forms GBV against women and girls, including in humanitarian responsesย and womenโ€™s empowerment.ย  You will be an agent of change in comprehensive multi-sector gender programming andย have strategic oversight of gender activities in the Egypt CO, with responsibility for leading the team in the CO and collaborating with all units in the organization.

You will build close relationships with the programme team at national, regional and global level, as well as consultants, advisers, and experts and establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging gender issues. You will effectively advocate and influence counterparts from diverse backgrounds to contribute to achieving UNFPAโ€™s mandate.ย 

You would be responsible for:

1- Partnerships and Coordination

Work in close collaboration with the relevant ministries, the UN Country Team, Gender technical groups and other stakeholders to strengthen and facilitate inter-agency, multi-sector gender programming at national and sub-national levels. Provide technical support in developing and implementing multi-sector and coordinated strategies and programmes that promoteย gender & social norms, GBV against women and girlsย and womenโ€™s empowerment, including gender mainstreaming. Participate in and lead coordination platforms, such as the UN Gender Theme Group, and the UNSDCF Women Group and on mainstreaming gender and social norms concerns, sexual, reproductive health, adolescent and youth programmes as well as assist in the follow-up of recommendations. Coordinate financing for the gender and social norms, GBV against women and girls and womenโ€™s empowerment interventions to maximize the results of the UNFPA programme of assistance. Build and maintain strong networks and ensure โ€œbuy-inโ€ for gender and social norms issues from government, civil society, non-government and development actors. Collaborate with stakeholders and partners, Government institutions, donor community and civil society, to ensure mainstreaming of culture, gender and social norms, and human rights in all sexual and reproductive health, and population and development programmes and policies; Oversee the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.

2. Technical Support and Programming

Review the political, social and economic environment relevant to Sexual andย  ย Reproductive Health, Adolescents and Youth, Gender and social norms,ย Womenโ€™s Empowerment and pursue opportunities for UNFPA assistance and interventions; Assess implications of new policy developments and strategies to advance gender equality and ensuring their integration; Coordinate, guide and support the coherent and effective implementation of the gender and social norms and GBV against women and girls including the humanitarian ย  components of the country programme; Appraise all requests for new activities and supplementary funds for ongoing gender-related interventions and development of national gender and social norms policy projects based on guidelines, in collaboration with the Assistant Representative, and forwarding these appraisals to the UNFPAย Representative; Support results based management planning, monitoring and reporting to ensure need based programming ; Provide technical support to the development of relevant legislative, policy and advocacy documents and adapt to tools to the context to effectively to address gender and social norms, GBV against women and girls as well as womenโ€™s empowerment in the context of broader development issues; Guide and write proposals and engage in resource mobilization efforts to support joint programming and the UN Delivering as One initiative; Undertake follow up actions on programme implementation interventions and prepares reports; oversee changes in the programme work plans, as required.

3. Monitoring, Evaluation and Reportingย 

Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action; Supervise preparation by implementing partners of annual and other periodic work plans and monitor and evaluate progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps; Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, coordinate timely delivery of quality project and financial reporting, and ensure adequacy with funds and activities; Undertake regular monitoring missions and meetings with relevant actors including project partners in assessing the progress to advance gender and social norms, GBV against women and girls including the humanitarian components as well as womenโ€™s empowerment and advise on appropriate response strategies; Overseeing achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented; Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration;ย Document lessons learnt and participate in dissemination to relevant partners; Prepare donor reports as appropriate.

4. Knowledge sharing and capacity development

Ensure the linkage among gender, youth, and family planning activities and the integration of updated and evidence based knowledge related toย Gender and social norms; Maintain a good knowledge of other gender-related projects funded by various agencies mainstreaming gender and social norms and GBV against women and girls in Egypt and coordinate asย appropriate; Prepare documentation, briefs and stories on gender programmes; Support and advise the country office staff and build knowledge on programming practices in relation to gender programming through information sharing and facilitation of external and internal trainings aimed at multi-sector response; Build and share knowledge nuggets on gender issues, gbv as they related to sexual and reproductive health, youth and womenโ€™s empowerment ; Initiate and organize capacity development activities in gender programming for UNFPA staff, UN partners, and national counterparts.ย 

Perform other duties as may be requested by the UNFPA Representative and Assistant Representative.

Qualifications and Experience:ย 

Education:ย ย 

Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience:ย 

At least 5 years of increasingly responsible relevant professional experience, including experience in the field of development and population activities, programme management, including large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;ย  Experience in drafting and implementing legislation, in particular, related to gender and social norms issues;ย  Proven experience in coordinating/managing a multi-disciplinary team of staff, experts andย  consultants; Knowledge of gender issues in humanitarian context, including relevant international human rights standards;ย  Prior training in gender and social norms and their application in development and humanitarian settings;ย  Experience in utilizing the internationals tools to implement conventions such as the CEDAW;ย  Field experience is an asset;ย  Prior experience in the UN system will be a strong asset;

Languages:ย 

Fluency in English and Arabic are essential;ย
