The position is to support IOM non-specialized sectors design and implementation of activities adheres to survivor-centered approach; as well as ensuring inclusion of different ages, genders, people with disabilities and other socially marginalized groups and whatever response is informed by a protection and gender analysis.ย
IOM is the principal inter-governmental organization working in the field of migration. IOM's mission is to promote humane and orderly migration by providing services and advice to governments and migrants.
Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff. IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities. IOM has capacities in conflict analysis as well as monitoring of forced displacement/population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.ย
South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis. The ceasefire has been tenuously held in most parts of the country, allowing previously displaced populations to return home. Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.ย
It is against this backdrop that IOM implements the Enhancing Community Resilience Project Two (ECRP II) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institutionโs capacity to manage inter-communal tensions, flood shocks, improve access to resources and deliver on the dividends that the R-ARCSS supplies.ย
IOM supports the establishment of local community institutions and build community- based infrastructure subprojects. IOM engages the local communities and ensures that decision making processes comport with standards and best practices for community driven development. The ECRP started in 2020 and its second phase will continue through 2027.ย
Under the overall supervision of the Senior Programme Coordinator (ECRP II), Components Technical Leads in Juba , and in close collaboration with the Head of Sub-office, and with relevant units, the successful candidate will be responsible and accountable for supporting the Enhancing Community Resilience project II (ECRP II) with all field- related operations.ย

Establish and maintain close coordination and partnership with all relevant stakeholders, including local authorities at all appropriate levels and community representatives, to inform and update them on the ECRP II project activities, in full coordination with the relevant head of sub office.ย In collaboration with head of suboffice and senior Programme Coordinator, represent (IOM) ECRP II in the relevant state, county, and Payam (cluster) coordination meetings.ย ย Manage the day-to-day implementation of the project operations to facilitate the smooth and effective implementation and delivery of the ECRP II by supporting the coordination, supervision and monitoring activities of field staff, contractors and others involved in executing the assigned tasks.ย Regularly plan and facilitate internal team meetings and orientation with the field staff to ensure teams are updated about the trends and next directions and provide the needed technical training to the new field team.ย Provide updated workplans and budget reflecting the operations in the field, in close coordination with the technical team and the project coordinator.ย In full coordination with the technical teams, lead the implementation of inclusive community engagement strategies and accessible and safe community-based grievance mechanism.ย Ensure that operational and logistical elements of the programme are in place appropriately maintained, and ensuring safe operations by coordinating and monitoring the movements of materials, equipment, andย Field staff ensureย compliance with the project requirements, in full coordination with the support team in the field and main officesย Ensure that cross-cutting issues including Environment and social safeguards requirements, conflict sensitivity, protection, gender, and Gender-Based Violence (GBV) are mainstreamed, and that activities to engage women and marginalized groups meaningfully and safely in the project are implemented according to technical guidance.ย Communicate regularly with the Programme Coordinator to inform of any obstacles or issues that would impede programme activities and resolve any arising problems through regular meetings.ย Provide regular reports on activities and current state of operations as requested to monitor project progress by completing, compiling, and submitting reports on activity delivery in a timely manner.ย Travel frequently to project locations to monitor activities under ECRP II project components, to supervise the field teams and to closely engage with the local authorities and the community leaders.ย Perform such other duties as may be assigned.ย Education Masterโsdegree in International Relations, Business Management, Logistics, Engineering, or a related field from an accredited academic institution; orย University degree in the above fields with 2 years of relevant professional experienceExperience Relevant operational and field experience in South Sudan.ย Experience in interventions aimed at enhancing socio-economic conditions of vulnerable populations, e.g., local economic recovery, employment promotion, agricultural development, entrepreneurship building, vocational and technical education, and training or poverty reduction.ย Demonstrated experience in inclusive approaches, Gender and GBV mainstreaming in community development.ย Demonstrated experience operationalizing field level grievance redress mechanisms according to technical guidance.ย Demonstrated experience in conflict sensitive approaches for humanitarian and development programming, including โDo No Harm.Experience in liaising with government authorities, private sector, national/international institutions, and Non-Governmental Organization (NGOs) is an advantage.ย Experience in building effective partnerships with the private sector.ย Working knowledge of impact measurement, programme monitoring and evaluation, cost-effectiveness analysis, commitment to evidence-based decision-making and social impact evaluation.ย Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team.ย Familiarity with Gender mainstreaming and inclusion/protection principlesย Proven experience in mobile data collection software KOBO Collect/ODKย ย Languagesย Thorough knowledge of English, Arabic, and working knowledge of local languages essential.ย ย Required Competenciesย IOMโs competency framework can be found at this link.
