Project Context and Scope
Established in 1951, the International Organization for Migration (IOM) is the UN's leading agency on migration. IOM provides services and advice to governments, migrants, and other stakeholders to promote safe, orderly, and regular migration. enhance the benefits and opportunities of migration while addressing its challenges. This consultancy is being undertaken throughย IOMโsย Migration, Business and Human Rights Programme in Asia (MBHR Asia), a regional programme which collaborates with governments, business and civil society to uphold the human and labour rights of migrant workers in key sectors and migration corridors in line with the United Nations Guiding Principles on Business and Human Rights (UNGPs). Supported by the European Union and the Government of Sweden, this flagship programme is being implemented from 2024-2028 across Cambodia, Malaysia, Nepal, Indonesia, the Philippines, Thailand and Viet Nam. Under MBHR Asia,ย Nepalโs country workplan prioritizes ethical recruitment, strengthened access to justice, and community level protection and awareness in coordination withย key governmental partners and civil society stakeholders.ย
IOM Nepal seeks a national monitoring consultant to assesses the relevance, effectiveness, and early impacts of selected interventions under the Protect, Respect, and Remedy components of IOM Nepalโs MBHR programme and ensure coherent reporting against theย MBHR Asia Monitoring Frameworkย and donor requirements.ย
The selected national consultant will work under the overall technical supervision from the MBHR Asia M&E Officer and under direct supervision of National Programme Officer, MBHR at IOM Nepal. IOM will provide access to relevant literature and facilitate stakeholder engagement across selected locations as relevant.

The consultancy would support monitoring of the priority actions under following components:
Protect Component
- Outcome: Improved labour migration governance that holds private sector actors accountable in protecting migrant workers' rights from a multi-sectoral, rights-based and gender-responsive approach.ย
- Output: Increased availability of rights-based, gender-responsive and inclusive support and information services for migrant workers in coordination with Civil Society organizations, migrant networks and service providers
- Activities: IOM has conducted a Grassroots awareness and advocacy selected municipalities Koshi and Madhesh throughย migration schoolsย in government schools andย community mobile clinicsย reaching migrant communities, returnees, youth and womenโs groups. These aim to help grassroots communities make informed decisions about safe and regular migration.ย
Respect Component
- Outcome: Improved corporate due diligence practices of private sector entities that respect the rights of migrant workers across their entire supply chains and at all stages of labour migration.
- Output: Improved knowledge and tools of private sector entities in the implementation of human rights due diligence and ethical recruitment and employment standards
- Activities:ย IOM has delivered training programmes to build the capacity of Nepali labour recruiters on ethical recruitment and supported them in strengthening management systems to align with international standards.
Remedyย Component
- Outcome: Enhanced access for migrant workers to effective and gender-sensitive state justice and corporate grievance and remediation mechanisms.
- Output: Increased capacities and resources of civil society, migrant-driven organizations and trade unions in advancing migrant workersยด access to state-based justice and corporate grievance mechanisms.
- Activities:ย IOM operates a Regional Access to Justice workstream in Nepal. This workstream, delivered in partnership with local civil society implementers, provides in-kind assistance to migrant workers and their families (legal aid, mediation, referrals, shelters) who have experienced labour rights violations. To support CSOs to deliver in-kind assistance to migrant workers, IOM delivers orientations to pro bono lawyers and bar associations to ย raise awareness among legal practitioners on the legal challenges faced by migrant workers such as contract violations, exploitation, and trafficking, and to strengthen their capacity and motivation to offer free legal aid through pro bono services.

ย ย Tasks to be performed under this contractThe objective of this assignment is to conduct monitoring activities (document review, key informant interviews, focus group discussions) andย produce a comprehensive monitoring report that assesses the relevance, effectiveness, and early impacts of selected interventions under the Protect, Respect, and Remedy components of IOM Nepalโs MBHR programme as well as the extent they mainstream gender and climate change. The report should generate actionable findings and recommendations for programme adaptation and donor reporting as well as documenting case studies to showcase impactย
1. Protect:ย
Assess the effectiveness and impact of:
- Migration schools and community mobile clinics implemented in selected municipalities of Koshi and Madhesh Provinces, including changes in community awareness, help-seeking behaviour, and referral pathways.
ย ย ย 2. Respect:ย
Assess the effectiveness and impact of:
- capacity-building efforts with Nepali private recruitment agencies including improvements in knowledge, changes in recruitment practices, and progress towardย International Recruitment Integrity System (IRIS) and ethical recruitment milestones.
ย ย ย 3. Remedy:ย
Assess the relevance, effectiveness, and impact of:
- Direct assistance provided to migrant workers and their families.
- Legal aid training and orientation sessions delivered to pro bono lawyers and district bar councils, including the extent to which legal professionals have applied their training in real cases related to labour migration.
ย ย ย 4. Cross-cutting themes:ย
Collect and analyse evidence on how interventions integrate:
- Gender equality and social inclusion, in line with the MBHR Asia Gender Equality, Diversity and Inclusion Strategy.
- Climate and environmental considerations, in alignment with the MBHR Asia Strategy on Mainstreaming Climate Change, Environmental Change, and Labour Migration.
Methodology:
- Align data collection tools against indicator definitions with theย MBHR in Asia Monitoring Framework; ensure disaggregation byย gender, age, and vulnerability.
- Apply a mixed-methods approach, including but not limited to document review, key informant interviews, and focus group discussions,ย
- Followย IOM Monitoring & Evaluation Guidelinesย andย UNEG Norms & Standards, including informed consent, do no harm, confidentiality, data security, and culturally appropriate engagement.ย
Deliverablesย
- Inception Report outlining overall monitoring questions, sampling strategy including methodology to identify case studies, data collection tools, interview guide, workplan, informed consent procedures, alignment to theย MBHR Asia Monitoring Framework, MBHR Asia Gender Equality, Diversity and Inclusion Strategy and MBHR Asia Strategy on Mainstreaming Climate Change, Environmental Change and Labour Migration. (2 rounds of review)
- Stakeholder briefing upon completion of data collection activities (1 per component)ย with IOM, selected partners to validate findings and gather feedback to inform recommendations. (IOM reviews slides prior to briefing โ 1 round)
- Draft Monitoring Report outlining preliminary findings on relevance, effectiveness, and early impacts of MBHR interventions, updated data in line with MBHR Asia Indicators, gender and climate mainstreaming as well as selected case studies. (2 rounds of review)
- Findings Reportย whichย incorporates feedback from the draft and actionable recommendations for programme adaptation and donor reporting.ย (2 rounds of review)
ย Performance indicators for the evaluation of results - All deliverables (inception report, briefing sessions, final report) completed within the agreed timeframe.
- Deliverables meet requirements under the TOR, follow IOM House Style and Manual, IOM Monitoring & Evaluation Guidelines and UNEG Norms & Standards.
ย Education - Masterโs Degree in monitoring, evaluation, migration studies, public policy, international development, or related fields from an accredited academic institution with at least 5 years of experience in professional experience in monitoring and evaluation, preferably within migration, labour rights, or human rights programmes.
- Bachelorโs Degree in the abovementioned field with 7 years of relevant professional experience.ย Experience
- Demonstrated expertise in designing and implementing monitoring tools, conducting qualitative (e.g., KIIs, FGDs, case studies), producing analytical reports in with actionable recommendations.
- Demonstrated experience working in Nepal. Skills
- Familiarity with gender equality and social inclusion frameworks, climate change and environmental dimensions of migration, ethical recruitment, IRIS standard, business and human rights, is an asset. Languages
- Knowledge of English and Nepali language is required. ย Travel required
