Background and Rationale

United Nations Population Fund (UNFPA) with funding from the Government of Norway is implementing the project titled โ€œAdvancing Access to Comprehensive Sexual and Reproductive Health and Rights of Adolescent Girls and Womenโ€. The project, working with the Government of Nigeria and key stakeholders, seeks to improve access to sexual and reproductive health services and rights of Women and Adolescents in Gombe, Akwa Ibom and Kaduna State through improving the availability of quality Sexual and Reproductive Health (SRH) services including Family Planning (FP), emergency obstetric and newborn care (EmONC), Obstetric Fistula Care and Gender-Based Violence services for adolescent girls and women of reproductive age; increasing access to sexual reproductive health information and life skills for adolescent girls and boys; and strengthening operational capacities of national partners and community-based organizations to address barriers related to Family Planning and social /gender norms to improve access to SRH services, prevention of GBV and harmful practices, through policies, plans and accountability frameworks. The key interventions of the project include upgrading health facilities to deliver quality sexual and reproductive health services, strengthening of human resources for health in health facilities and at the community level, provision of sexual reproductive information and life skills for adolescent girls and boys, traditional & social media campaigns for behaviour change communication, and advocacy & community engagement.
As part of the project results, 180,000 women of reproductive age (aged 15-49 years) will have access to SRH information and services including contraceptives and family planning, 2,000 women and girls living with complications of obstetric fistula will have access to obstetric fistula treatment and reintegration services, 520 health workers will be strengthened to deliver SRH services, and 6500 adolescent girls will receive numeracy, literacy, life skills and SRH information.
Monitoring and evaluation practices were carried out throughout the project, beginning with a baseline assessment conducted in 2023 to serve as a benchmark for the project. The baseline assessment provided baseline data and information on: 1) the level of knowledge on FP among adolescents and women 2) the operational status of the facilities (health facilities & Schools) in each target LGA within the selected states, and, 3) the drivers and barriers to SRH services in target LGAs. The baseline assessment established a solid foundation for project implementation across the intervention sites. Subsequently, monthly monitoring reports were developed to track progress and document key achievements and challenges.
The forthcoming endline evaluation will be conducted at the conclusion of the project and will assess performance across the entire implementation period.

Purpose of Consultancy

The purpose of the endline evaluation is to assess the projectโ€™s overall performance in achieving its intended outcomes, identify best practices and lessons learned, and provide recommendations for future programming.
Objectives of the Evaluation
โ€ข ย ย ย ย Assess the relevance, effectiveness, efficiency, sustainability, and impact of the project interventions.
โ€ข ย ย ย ย Measure progress against project targets and indicators, comparing endline findings to baseline values.
โ€ข ย ย ย ย Evaluate the extent to which the project improved access to and utilization of SRH/FP, EmONC, and fistula services among women and adolescent girls.
โ€ข ย ย ย ย Identify enabling and limiting factors affecting implementation and outcomes across the three states.
โ€ข ย ย ย ย Provide actionable recommendations to guide similar future interventions and national scale-up.

Scope of Work - Description of ย Services, Activities, or Outputs

The Lead Consultant will be responsible for the following tasks:

a)ย ย ย ย Survey Design and Planning
โ€ข ย ย ย ย Develop a detailed endline survey methodology, including sampling framework, data collection tools (quantitative and qualitative), and analysis plan.
โ€ข ย ย ย ย Ensure tools are gender-sensitive, culturally appropriate, and aligned with UNFPA and national guidelines.
โ€ข ย ย ย ย Lead ethical review submission processes (if applicable).
โ€ข ย ย ย ย Develop an inception report outlining methodology, work plan, and deliverables.

b)ย ย ย ย Capacity Building and Training
โ€ข ย ย ย ย Recruit and supervise a team of forty-eight (48) field enumerators and supervisors.
โ€ข ย ย ย ย Conduct training on data collection protocols, research ethics, and use of digital tools (e.g., tablets, ODK, Kobo).

(c)ย ย ย ย Data Collection Oversight
โ€ข ย ย ย ย Provide overall leadership and quality assurance during data collection in selected states/communities.
โ€ข ย ย ย ย Ensure strict adherence to ethical standards, including informed consent, confidentiality, and protection of vulnerable populations.

d) Data Analysis and Reporting
โ€ข ย ย ย ย Lead quantitative and qualitative data analysis.
โ€ข ย ย ย ย Compare baseline and endline findings to assess progress.
โ€ข ย ย ย ย Draft a comprehensive report, including an executive summary, methodology, key findings, conclusions, and actionable recommendations.
โ€ข ย ย ย ย Develop data visualization (tables, charts, infographics) to support dissemination.

e) Dissemination and Knowledge Sharing
โ€ข ย ย ย ย Present preliminary findings to UNFPA and stakeholders for validation.
โ€ข ย ย ย ย Finalize the report based on feedback.
โ€ข ย ย ย ย Prepare a PowerPoint presentation and policy brief for dissemination meetings.
โ€ข ย ย ย ย Ensure proper documentation, storage, and handover of all data and evaluation-related materials at the end of the assignment.
