Result of ServiceThe consultant will contribute to the preparation of the E-commerce Strategy of Tunisia that supports the country in harnessing e-commerce and the digital economy for inclusive and sustainable development. Work LocationHome-based Expected duration01.03.26 to 31.01.27 Duties and ResponsibilitiesIn the context of the preparation of an ECS for Tunisia, the services of a national consultant are required to carry out, under the supervision of the UNCTAD team, the following activities: • Assist in gathering strategic documents and up-to-date statistics related to ICT policies, practices and use in the country, especially related to the e-commerce area. • Map out national (private and public sector) stakeholders to liaise with during the ECS preparation process. • Assist with logistical arrangements related to the organization of in-country activities with national stakeholders, through constant liaison with the coordinating Ministry and UNCTAD team. • Assist in the facilitation and moderation of the focus-group discussions during the in-country missions and online meetings. • Identify/select local firms to be interviewed or visited during the in-country mission(s). • Follow-up with the public and private sector on any residual tasks linked to data collection. • Facilitate the involvement of the lead ministry throughout the preparation of the ECS including the review and the finalization of the ECS. • Assist in the organization and facilitation of the kick-off consultations and the validation workshop as well as related communication activities in the country. • Assist in the deployment of the eTrade Reform Tracker (eTRT) and the related training sessions for users. During the assignment, the consultant will liaise with the coordinating/lead ministry on a regular basis to follow up with regard to the progress of the project activities and report to UNCTAD, including by drafting minutes of meetings, and documenting the main takeaways and insights emerging from each meeting. Qualifications/special skillsAn advanced university degree, Masters, in ICT, Economics, Statistics, Engineering, Business Administration, Programme Management or related areas is required. At least 7 years of experience in liaising with/and building network of national private / public stakeholders in the e-commerce and digital economy sectors are required. ICT/e-commerce experience is desirable. Trade-related experience is desirable. LanguagesFluency spoken and written in French and Arabic is required. Additional InformationNot available.
