United Nations Entity for Gender Equality and the Empowerment of Women - UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As a part of the UN-wide investment in supporting UN Member States to translate global human rights norms and standards into national policies, actions and results, UN Womenโ€™s Strategic Plan (2022-2024) commits to increased national-level knowledge and strengthened national systems to monitor international, regional, and national commitment to gender equality and womenโ€™s empowerment (GEWE).ย 

The implementation of the 2030 Agenda for Sustainable Development demands renewed and intensified efforts from UN Member States to track progress on its Sustainable Development Goals (SDGs) and targets. Measuring progress towards gender equality and womenโ€™s empowerment (GEWE) is seen as central for achieving all 17 Sustainable Development Goals (SDGs).ย 

The UN system in Tajikistan is embarking on developing the first Country Gender Equality Profile (CGEP) ahead of the new cycle of the UN Sustainable development Cooperation Framework for the period of 2027-2030.Based on both statistical and qualitative data, the CGEP will form an analytical document to provide an understanding of the current context in relation to gender equality and women's empowerment, including an overview of opportunities to address the gaps in the implementation of the National Action Plan for the Implementation of the Law on Domestic Violence for the period of 2025-2030 identified through in-depth analysis in the following thematic areas:

1. institutional mechanisms for the advancement of women;ย 

2. women and poverty;ย 

3. education and training of women;ย 

4. women and health;ย 

5. violence against women;ย 

6. women and armed conflict/ women, peace and security;ย 

7. women and the economy;ย 

8. women in decision-making;

9. women and the media;ย 

10. women in agriculture and the environment; andย 

11. the girl child.ย  The twelfth area โ€” the human rights of women โ€” is considered cross-cutting for all other 11 areas.ย 

The gender analysis included in the CGEP is expected to support the Government of Tajikistan to identify the key gender equality issues, barriers and challenges thus to accelerate the advancement of gender equality.ย The CGEP will generate the findings and recommendations to target national policy reforms based on holistic and robust analysis on gender equality and women's empowerment in addition to inform new United Nations Sustainable Development Cooperation Framework to be developed until end of 2030 and to be implemented for the coming four years from 2027-2030,ย gender-responsive and gender-sensitive programme framework focusing on gender mainstreaming and integration of women/girlsโ€™ issues across all Cooperation Framework and results.

Therefore, the CGEP is expected to strengthen national understanding and data on the advancement of international and national commitments towards GEWE and contribute to the design of national policy interventions that can accelerate progress towards achieving national SDGs by 2030 in Tajikistan. To implement this initiative, UN Women Office in Tajikistan in support of the wider UN agencies in the country, is seeking the expertise of a National Gender Expert Consultant to support the development of the Country Gender Equality Profile with a group of experts under the leadership of an international consultant and UN GTG members.ย 

Objective

Under the overall guidance of the Chairs of the UN Gender Theme Group of Tajikistan, the International Consultant and coordination of UN Resident Coordinatorโ€™s Office the Consultant will work on the development of the Country Gender Equality Profile.

Description of Responsibilities/ Scope of Work

Within the assignment, the Consultant will be responsible for the following activities:

Prepare the detailed work plan including the division of responsibilities within the team, methodology and timeframe in line with the agreed outline of the Country Gender Equality Profile (attached). Undertake initial desk review of existing background literature, including reports, analyses and assessments. Based on desk review, lead the work on the assessment of gender data gaps and compilation of data from different sources (global, regional, national) to be used for CGEP. Together with National Data Research Consultant, conduct consultation meetings with stakeholders, including but not limited to UN Country Team (UNCT) Gender-Themed Group (GTG) members, relevant government line ministries and entities, CSOs, to enrich the content of each thematic area of the profile and better contextualize statistical data presented in CGEP. To liaise with relevant line ministries, entities and agencies to collect additional data to be used for each thematic area. Lead at least 5 Focus Group Discussions/interviews/consultations, particularly on Gender Equality and Climate Change, Gender and Digitalization and others if needed with relevant stakeholders (government, SCOs, academia, etc.) Lead and provide quality inputs to develop and finalize the Country Gender Equality Profile, including statistical annexes, tables, charts, etc. as per agreed methodology. In close cooperation with the International consultant, UN GTG members lead the compilation, review and update the first and final draft of CGEP based on UN GTG and task force group's comments. In close cooperation with the National Data Consultant and UNGTG responsible agencies facilitate organization of one validation workshop for 60-70 ppl with all relevant stakeholders. Present the preliminary draft profile, findings and recommendation. Collect inputs and comments and incorporate those into the final version of the CGEP.ย  Submit the final version of the CGEP with all associated annexes, data charts and tables to the UN Women Office.ย

The duration of the consultancy is from 26 May up to 30 October 2025:

The Consultant shall promote a client-oriented approach consistent with the UN rules and regulations and commit to high standards of quality, productivity and timeliness in the delivery of tasks. The Consultant will meet and apply the highest standards of integrity and impartiality.

The Consultant must be fully dedicated to the mandate and the values of UN Women, particularly to promoting Gender Equality as a strategy to reduce conflict, improve livelihoods and ensure fairness and justice; to Women Empowerment underpinning Gender Equality promotion efforts; to inter-ethnic tolerance and concord; and to respect for diversity.

Reporting requirements:

The National Gender Expert Consultant is expected to work remotely using her/his own computer. UN Women and UNFPA, in coordination with RCO, jointly with relevant UN GTG members will provide required logistical support to organize consultation meetings/focus group discussions/activities within the scope of this assignment and may provide support to coordinate activitiesย with relevant national counterparts, CSOs and UN agencies, when and if required.

Consultancyย reports should be provided in electronic version in English with detailed description of the fulfilled tasks, according to the present Term of Reference, and the contribution of the expert. Analytical documents, reports and other materials developed byย experts should be attached to the report as annexes, which will serve as a justification for payment.

Required Qualifications

Education and Certification:
Advanced (Masters) degree in international development or development studies with focus on gender/womenโ€™s rights, public administration or other social sciences fields relevant to the requirements of the TOR.

Experience and knowledge:
โ—ย ย ย ย At least 7 years of proven experience in analytical and research work (minimum two analytical work to be provided) in the field of research on GEWE related topics.ย 
โ—ย ย ย ย At least 5 years of experience of advocacy-related work with gender equality and womenโ€™s empowerment issues in Tajikistan to inform policy making on gender equality and women empowerment.ย 
โ—ย ย ย ย Computer literacy and ability to effectively use computers, including advanced Excel skills and/or knowledge of related analytical software (SPSS, Stata etc.) and standard applications for concise communication and development of complex written documentation.ย 
โ—ย ย ย ย Previous experience with conducting gender assessment or research is a strong advantage. Work experience with government agencies is an asset.
โ—ย ย ย ย Previous professional experience with development agencies and/or the United Nations is an asset.

Languages:
