    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is $ 50, 175 (US Dollar) yearly.

    Introduction

    The ILO, with funding from the Swedish International Development Agency (Sida), is supporting its tripartite constituents in Mozambique towards the creation of productive employment and decent working conditions for Mozambican women and men, particularly youth and those living in poverty. Applying a systems approach, the 5-year project aims to promote the creation of more and better jobs at the national and sectoral levels, as well as through capacity development support to its constituents, namely the Government of Mozambique, Employers Organisations, and Workers Organisations.

    Using an adaptive project setup, the project seeks to promote employment and decent work through work across three main outcome areas, which are held together by the systems approach to form one cohesive project design:

    โ€ข Outcome 1 (national): The project will support government and social partners to design and implement better and more supportive economic and sectoral policies, as well as labour market institutions, with the aim to advance employment through structural transformation in key sectors of the economy.
    โ€ข Outcome 2 (sectoral): In two selected sectors, and with a geographic focus in Central and Northern Mozambique, the project will support employment outcomes for young women and men living in poverty by promoting sustainable enterprises to grow, create productive and decent employment.
    โ€ข Outcome 3 (cross-cutting): To enable sustainable and lasting results at both the national and sectoral levels, the project will capacitate ILOโ€™s tripartite constituents as well as relevant stakeholders at national, provincial, and local levels to allow them to promote productive employment and decent work through employment policies and enterprise development in key sectors.

    At the sectoral level (outcome 2), using a market systems development approach, the project will promote a sustainable enterprise development and productive creation for Mozambican women and men living in poverty particularly in the countryโ€™s Northern Provinces as well as in the Beira corridor. The interventions will consist of Market Systems Development (MSD) initiatives with a focus on creating sustainable enterprises by addressing system bottlenecks and improving supporting functions on the one hand. On the other hand, the interventions will focus on improving policies, rules and regulations in the sustainable construction and forestry/wood processing sectors

    Reporting lines

    Under the overall responsibility of the Director of ILO Country Office for Zambia, Malawi and Mozambique, the National Expert on Enterprise Development will report directly and receive guidance from the Chief Technical Adviser (CTA) of the project.

    The National Expert on Enterprise Development will work closely with the Market Systems Development (MSD) Expert in the design and implementation of the projectsโ€™ outcome 2 interventions.

    Description of Duties

    1. Support the design and implementation of the interventions, outputs and activities under the projectโ€™s outcome 2, โ€œSustainable enterprises grow, create productive and decent employment, with relevant project partners and under the guidance and in coordination with the MSD Expert

    2. Support the project Results Measurement and M&E expert and the project team, in the development of measurement indicators and data collection methods to monitor and make recommendations for continuous improvement.

    3. Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.

    4. Represent the project/office in technical meetings as assigned by the project CTA.

    5. Facilitate training and awareness creation exercises among the policymakers, programme/project managers and other technical staff of ILOโ€™s implementing partners; as well as organize seminars, workshops, training sessions and meetings for the project and for project implementing partners.

    6. Assist in developing strategies to mainstream gender and environmental issues in the project, ensuring gender perspectives and environmental considerations are central to all the activities during the implementation phase of the project.

    7. Liaise with project partners to increase the projectโ€™s visibility and facilitate the scaling-up of the projectโ€™s interventions through the production of visibility materials, documentaries, reports/briefs among others.

    8. Contribute to the drafting of Implementation Agreements, Service contracts, grant agreements, periodic and ad hoc reports on the status of project planning and implementation and the ILO technical assistance interventions to the constituents in Mozambique.

    9. Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information related to the project; and contribute creative ideas for programme/project development.

    10. Any other relevant duties as requested by the CTA.

    Required qualifications

    Education

    First level university degree in social sciences, development studies or any other relevant field.

    Experience

    At least three years of professional experience at the national level in the area of enterprise development including programme coordination, project management and/or project implementation of donor funded projects. An added advantage will include demonstrable knowledge in value chain development or market systems development.

    Desirable: substantial experience in engaging with ILOโ€™s tripartite constituents and UN partners in Mozambique in the context of project implementation or capacity building exercises.

    Languages

    Excellent command of English and working good knowledge in Portuguese (written and spoken).

    Competencies

    โ€ข Good knowledge of socio- economic development, including labour and employment trends and of the mandate and structure of labour market institutions, in Mozambique
    โ€ข Good understanding of the local economic context, entrepreneurship and/or value chain and market systems development
    โ€ข Good analytical skills, and ability to conceptualise, plan, coordinate and conduct activities consistent with the project's objectives.
    โ€ข Ability to maintain effective working relationships with key stakeholders.
    โ€ข Ability to organize trainings and workshops and coordinate project activities and implementation with project partners
    โ€ข Clear commitment to mainstream gender into project activities.
    โ€ข Ability to conduct action-oriented research and write analytical technical reports, in English and Portuguese
    โ€ข Excellent written and verbal communication skills, including the ability to successfully advocate and mobilise action, in English and Portuguese.
    โ€ข Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required. Ability to work under time pressure, manage multiple tasks and work streams and meet deadlines.
    โ€ข Proficient in basic computer software (Microsoft Word, Power Point, Excel, web-browsers and database applications, among others).
    โ€ข Proven ability to take ownership of all responsibilities, to act with integrity and transparency by maintaining social, ethical and organisational norms, and to meet all commitments within the prescribed time, cost and quality standards.
