The Displacement Tracking Matrix (DTM) is IOMโ€™s information management system to track and monitor population displacement during crises. Composed of a variety of tools and processes, the DTM regularly captures and processes multi-layered data and disseminates information products that facilitate a better understanding of the evolving needs of the displaced population, whether on site or en route.ย

Under the direct supervision of the Senior Programme Coordinator (Migration Data), the National DTM Information Management Officer will coordinate the DTM IM and GIS team and be responsible of the following activities, according to the procedures and guidelines provided by IOM.

  1. Coordinate the work of the DTM IM & GIS sub-unit, including workload distribution among staff, to verify that deadlines are met, and deliverables are in line with agreed standards.
  2. Propose, develop, and implement data management system and workflow to be utilized by the entire Migration Data Unit, including the support, design and management of databases, spreadsheets and other data tools to facilitate the production of accurate and consistent data.
  3. Lead the implementation of an integrated mechanism for data gathering and information management across all activities to facilitate accurate, reliable and timely data collection, storage, and submission.ย 
  4. Support the monitoring of the data collection processes and the overall data management activities including encoding, storing, and transferring data from DTM database as well as processing, and support the analysis of the collected data and informationย locally.
  5. Coordinate, produce and validate timely information products, and support ย information sharing and dissemination to all relevantย channels.
  6. Support strategic and operational decision-making by processing and analyzing data and information and presenting it in user-friendly formats (e.g. reports, maps), utilizing the latest data visualization and mapping technologies.
  7. Develop and conduct training modules for the implementing partners as required for the implementation of an information management mechanism to facilitate smooth roll out.
  8. Support in the recruiting, training and management of staff under the framework of the programme who are involved in field data collection, entry and data processing to monitor proper maintenance and quality of different information and databaseย needs.
  9. Cooperate with relevant IOM units and programmes for data quality checks, info-sheets, publication which require IM products and expertise. Assist programs with data visualization using graphic and mapping software like PowerBI, Tableau, QGIS and ArcGIS.
  10. Provide custom reports from database through SQL and carry out data analysis and cleanings periodically depending on the program needs.ย 
  11. Perform such other duties as may beย assigned. Education
    • Masterโ€™s degree in computer science, Information Management, Social Sciences or a related field from an accredited academic institution; orย 
    • Bachelorโ€™s degree in the above fields with two years of relevant professional experience.ย  Accredited Universities are those listed in the UNESCO World Higher Education Database. ย  Experience
      • Experience in the management and coordination of information flows, data management including collection, storing, processing, and analyzing data to generate informationย products;
      • In-depth knowledge of the latest technological developments in information technology and information systems
      • Experience with handling confidentialย data;
      • Experience in working multicultural environment and different humanitarian emergency contexts;
      • Experience in the emergency humanitarianย operations; Skills
        • Proven skills to analyze statistical information;
        • Ability to formulate IM-related technical requirements and Operatingย Procedures;
        • Ability to convert planning specifications into technical briefs for data capture and analysis, and viceย versa;
        • Ability to compile and holistically analyze diverseย datasets;
