Result of ServiceThe Consultant will submit a monthly report on the progress and completion of Outputs for the coffee value chain and institutions for validation, as follows: Output 1: Operational National Coordination Office Established (August 2025) A fully functional project coordination unit is set up in Maputo, including the recruitment of key support staff and logistical arrangements to ensure smooth implementation of project activities across targeted regions. Output 2: Comprehensive Stakeholder Engagement and Partnership Report (September 2025) A consolidated report detailing established institutional partnerships, active collaborations, and stakeholder engagement activities. Includes a regularly updated network directory of coffee value chain actors and institutional partners. Output 3: Coffee Nurseries Established and Functioning (October 2025) At least 6 Nurseries in key coffee-growing areas are operational, producing high-quality seedlings and managed by trained youth and women entrepreneurs. Output 4: Training and Mentorship Programme Rolled Out for Farmers, Youth, and Women (November 2025) At least 200 beneficiaries (farmers, youth, and women) receive practical training in coffee production, processing, post-harvest handling, and entrepreneurship, with a mentorship model piloted in at least two regions. Output 5: Value Addition and Market Access Report (December 2025) Value Addition and Market Access Report detailing opportunities for Mozambican coffee in national, regional, and international markets. Identification of key market trends, barriers, and recommendations for improving market access. Output 6: Monitoring, Knowledge Sharing, and Communications Plan Delivered (January 2026) Quarterly progress reports submitted on implementation milestones; lessons learned and good practices documented; and communication materials (social media posts, factsheets) produced and disseminated in coordination with ITC and EU visibility teams. Work Locationhome-based in Mozambique Expected duration01.08.25 - 31.01.26 Duties and ResponsibilitiesThe International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization for trade-related technical cooperation in developing countries. The Office for Latin America and the Caribbean (OLAC), as a geographical section of the Division of Country Programmes (DCP), is responsible for defining the ITC strategy in the region, either for individual countries or at the sub-regional and regional levels. OLAC is also responsible for coordinating all ITC interventions, including the work of ITC technical sections in the region. The Inclusive Agribusiness Systems Unit, which is under the Division of Enterprises and Institutions (DEI) is overseeing the technical coordination of the project using the Alliances for Action approach. The European Union funded project โ€œSupport to Business Friendly and Inclusive National and Regional Policies, and Strengthening Productive Capabilities and Value Chainsโ€ Programme aims to complement the European Union support for private sector development in ACP countries, under the context of the joint ACP-EU Programme for ACP Private Sector Development Support, adopted by ACP-EU Council of Ministers in Nairobi in 2014, and is financed from the 11th European Development Fund. The focus of the project is designed to achieve two key outcomes: (1) adopting and implementing business-friendly, inclusive and responsible national policies and legal frameworks, and (2) strengthening productive, processing, promoting and marketing capabilities and value chains. ITC is collaborating with UNIDO and the World Bank in the implementation of the program. ITC is leading the implementation of the micro pillar level of the Programme, which focuses on two core themes: 1) Promoting inclusive productive and commercial Alliances and investment to strengthen VC governance and MSME competitiveness; and 2) Increase small farmers and processors value addition, productivity and competitiveness. Interventions at the micro-level aim to enhance value chain operatorsโ€™ individual and collective competitiveness with specific attention to family farmers, agri-entrepreneurs and rural and urban MSMEs and processors. Notably, the action employs the Alliances for Action methodology, which is a market led approach that supports associations, improved productivity, and ecological intensificationโ€“ cost efficient technologies, connections to markets, financial inclusion, diversification and value addition. Description of Duties/Responsibilities The EU-OACPS Business-Friendly Programme aims to support the revival and sustainable development of Mozambiqueโ€™s coffee sector by enhancing productivity, fostering inclusive and climate-resilient agricultural practices, strengthening institutional capacity, and expanding market access. Under the direct supervision of the EU-ACP Business-Friendly Programme Manager, and under the overall guidance of the Chief of Office for Latin America and the Caribbean, Division of Country Programmes, and the Head of Inclusive Agribusiness Systems, Green and Inclusive Value Chains (GIVC), Division of Sustainable and Inclusive Trade (DSIT), the National Project Coordinator will lead the implementation of project activities at the national level. The role involves strategic collaboration with government ministries, research institutions, farmer cooperatives, youth and womenโ€™s groups, private sector actors, and international development partners. 1. Programme Management and Stakeholder Engagement โ€ข Lead national-level coordination of project implementation across key coffee-producing regions. โ€ข Establish and manage the national programme coordination office and coordination team. โ€ข Engage with ministries (e.g., Agriculture, Trade), research institutes, development partners (e.g., EU, UNIDO), and international platforms (e.g., ICO, AFCA) to ensure alignment with national priorities. โ€ข Coordinate knowledge-sharing between Mozambican stakeholders and regional/international actors to foster learning and collaboration. 2. Sustainable Production and Nursery Development โ€ข Oversee the establishment and management of coffee nurseries in selected locations. โ€ข Mobilize and train youth and women as nursery operators and growers, integrating them as key actors in the value chain. โ€ข Support site selection, propagation, and documentation of agroecological and quality characteristics. 3. Capacity Building, Inclusion, and Value Addition โ€ข Coordinate training programmes on sustainable coffee production, processing, post-harvest handling, and entrepreneurship. โ€ข Expand coffee planting initiatives with technical support and seedling access. โ€ข Promote selective harvesting, proper drying, and sorting at farm level to enhance specialty coffee potential. โ€ข Support local processing and roasting enterprises and increase domestic value capture. 4. Market Development and Financial Access โ€ข Coordinate participation in national, regional, and international trade fairs and B2B events. โ€ข Develop and roll out national branding strategies for Mozambican coffee. โ€ข Facilitate the identification of sites and partnerships for post-harvest infrastructure. โ€ข Engage with local banks and investors to support the development of financing tools tailored to the needs of nurseries, processors, and cooperatives. 5. Monitoring and Reporting โ€ข Track and report on progress against the national work plan, identifying risks and proposing adaptive measures. โ€ข Contribute to programme communications and visibility activities, ensuring alignment with EU and ITC guidelines. โ€ข Promote awareness of project goals, milestones and success stories through multimedia content, field highlights and coordination with communication focal points. โ€ข Document lessons learned, good practices, and case studies to inform implementation and continuous improvement. Qualifications/special skillsโ€ข Undergraduate degree (BA/BSC or other) โ€ข Undergraduate university degree in agronomy, agricultural engineering, business administration or related field. โ€ข Extensive relevant experience may be accepted in lieu of the university degree. โ€ข A minimum of three (3) years of relevant professional experience in project management, business development, business planning, group dynamics, agricultural and rural development, agro-processing and exports, including knowledge of agri-business and participatory approaches. โ€ข Experience of working with international/donor organizations or in national development agencies. โ€ข Experience in data collection, survey administration and agribusiness. โ€ข Ability to produce documents for official circulation among institutions and international stakeholders โ€ข (memos, reports, business proposals); โ€ข Ability to design, develop, monitor and coordinate work plans and business plans; โ€ข Good understanding and direct knowledge of the country Public Sector functioning and dynamics; โ€ข Good understanding and direct knowledge of the coffee sector in Mozambique; โ€ข Good understanding of the agri-business sector; โ€ข Good understanding of international development project functioning and dynamics; โ€ข Good understanding and experience of multi-stakeholder platform facilitation โ€ข Good knowledge of Microsoft Office.
