National Consultant to support the UN Country Analysis in Tajikistan

Work LocationDushanbe Expected duration60 days within August-December 2025 Duties and Responsibilities1. Background The UN Country Team (UNCT) in Tajikistan is approaching the end of the UN Sustainable Development Cooperation Framework (UNSDCF) (2023-2026) cycle. As such, the preparations for the upcoming UNSDCF (2027-2030) have started with the launch of the current UNSDCF evaluation process. Complementary steps need to be taken as foreseen by the corporate UNSDCF guidelines. The United Nations Country Analysis (UNCA) is one of the milestones of the development of the Cooperation Framework, which underpins the strategic prioritization and design of the new UNSDCF. The UNCA is the UN system’s independent, impartial and collective analysis of a country’s development context for developing the Cooperation Framework. It examines progress, gaps, opportunities and bottlenecks vis-à-vis a country’s commitment to achieving the 2030 Agenda for Sustainable Development (2030 Agenda) and SDGs, UN norms and standards, and the principles of the UN Charter, including as reflected in the Cooperation Framework Guiding Principles. The new generation of UNCA responds to the urgency of the 2030 Agenda by delivering integrated, forward-looking and evidence-based joint analysis of the context for sustainable development in a country. The UNCA is a signature function of the UNCT that generates tailored analytical products at the country level. It is part of a strategic pivot for the UN towards becoming the top source for independent, trusted analysis and policy advisory support on sustainable development. The UNCT in Tajikistan, under the guidance of UN Resident Coordinator Office (UNRCO), recently kick-started the process for the development of the UNCA for Tajikistan. With the overall guidance of the UNRCO Economist, the Program Management Team (PMT), which acts as an interagency analytical team and is comprised of representatives of both resident and non-resident UN entities, will lead the analytical work for the development of the UN CA. In order to support the UNRCO Economist and the PMT in the process of data collection, analysis and coordination of joint efforts in UN CA preparation, the UNRCO will be engaging a national consultant. Provisional start and end date of the assignment are 01 August 2025 – 31 December 2025. 2. Scope of work Under overall guidance and direct supervision of the UNRCO Economist and in collaboration with other UNRCO team members, as well as the PMT, the national consultant will be engaged to implement the following tasks: • Support overall process for the development of the UN CA, including data collection, visualization, preparation of brief background notes and support the activities related to UNCA, • Create and manage a repository of data, background reports, research and analysis from the UN and key state and other external partners, • Undertake data visualization for the UN CA, • Identify scope and collect data for a UN CA dashboard, • Prepare 2-3 brief background notes and reviews on different thematic areas as needed, covering “Assessment of Priorities of the new National Development Plan 2026-2030” (previously called Medium Term Development Program) and “Overall SDG Progress in Tajikistan”. The scope of the third background study will be identified during the course of assignment, • Support organization and facilitation of PMT workshops/meetings to discuss UN CA content and progress. Facilitation might require the use of interactive tools, such as mentimeter, survey monkey etc. as needed, • In collaboration with the PMT, support organization of consultations at the national and local levels with engagement of various partners, including drafting the programmes, reporting of consultations outcomes and overall event management. Local level consultations might require travel to 3-4 provinces of Tajikistan, • Perform any related tasks. Qualifications/special skillsMaster’s degree in Economics, Finance, Public and/or Business Administration, Social Science, Management and other related fields is required. • At least 3 years of proven experience in analytical research and development policy/development assistance/program implementation is required. • Advanced knowledge and practical experience of the data landscape in Tajikistan and familiarity with quantitative data, spreadsheets and data visualizations is required. • Knowledge of development issues of Tajikistan is required. • At least 3 years of experience in coordination and organization of multistakeholder consultations is required. • Proven ability to draft background notes, reviews and consultation summaries is required. • Strong interpersonal and facilitation skills for engaging with diverse stakeholders is required.
