2.      Purpose of consultancy

Develop a national strategy and his action plan (2025-2028) to prevent and to respond to human tuberculosis

3.      Background  

Tuberculosis is still a public health problem in Tunisia. Over the past 20 years, the prevalence has increased from 24 (2002) to 36 (2022) cases per 100000 inhabitants. This increase mainly concerns extrapulmonary tuberculosis in general and ganglionic tuberculosis in particular.  To address this public health problem and to ensure that the Sustainable Development Goals for health (SDG 3) are achieved, the National Tuberculosis Control Program asked the support of WHO country office to develop national strategy and his action plan (2025-2028) to prevent and to respond to human tuberculosis) 

4.                  Deliverables

Output 1: Development of a national strategic plan (NSP) to end TB according to most recent relevant global guidance and templates available.

§  Deliverable 1.1: Review Global and regional guidance and tools recommended by WHO or partners.

§  Deliverable 1.2: Review and analysis of existing plan(s), available data, documents, programme and desk review reports, annual performance reports and other relevant documents of TB programme in the country.

§  Deliverable 1.3: Facilitate a technical discussion in a national workshop: i) to review the TB epidemiology and TB prevention, care and control situation; ii) to establish a SWOT analysis, to identify the gap in TB control and care in the country; iii) to discuss and formulate the goal(s) and the objectives of the NSP and the key strategic interventions to eliminate TB in the country, involving the NSP Steering Committee members, NTP staff and relevant stakeholders.

§  Deliverable 1.4: Draft the different sections of the NSP based on the outputs of the national workshop, including the pre-final list of the strategic interventions to reach each objective defined; and write in details all the activities and sub-activities needed to develop or implement each strategic intervention.

§  Deliverable 1.5: Proceed with the calculation of the projections needed for the NSP

§  Deliverable 1.6: Full review and finalization of the Core Plan of the NSP

§  Deliverable 1.7: Develop the operational plan, the budget plan and the technical assistance plan of the NSP. 

§  Deliverable 1.8: Develop the Monitoring and Evaluation (M & E) plan of the NSP

·         Identify the sources of information needed and describe the process of data collection

·         Identify and define the indicators to evaluate the impact associated the goal(s), the outcomes inherent to the objectives, the outputs of the strategic interventions, and the process indicators to assess the implementation of some key activities.

·         Draft the national M&E plan of the NSP.

·         Deliverable 1.9: Facilitate the national consensus meeting to approve the components of the NSP including the M&E plan in order to generate comments and suggestions.

·         Deliverable 1.10: Update and finalize the components of the national strategic plan considering the comments and suggestions of national programme, partners and consensus inputs and check the consistency among the five components of the NSP.

·          Deliverable 1.11: submit the final report for the accomplished activities and the recommendations.

5.      Qualifications, experience, skills and languages

Educational Qualifications:

Educational Qualifications:  

Essential: Master’s degree in medicine, pharmacy or related area

Desirable: advanced training in communicable diseases (especially in Tuberculosis); pneumology, public health, epidemiology or preventive medicine

Experience

Essential: At least 7 years’ experience with human tuberculosis (clinical or management of TB program at national or regional level) with previous experience in developing a national strategy and /or action plan for TB.

 Desirable: Experience in developing other strategies, action plan and evaluation reports.         Experience in contributing as (co)author to international TB scientific journal publications.

International experience
