Purpose of the Consultancy
The Consultant will provide technical support to WHO Cambodia to assist the Council for Agricultural and Rural Development (CARD) of Cambodiaโs WASH and Nutrition Sub-Working Group in the implementation of a national training program for implementing the National Guiding Principles on Nutrition-Sensitive WASH Interventions in two select provinces of Cambodia.
Background
Inadequate access to water, sanitation, and hygiene (WASH) has significant socio-economic and health implications for Cambodian populations and can adversely impact child nutritional status through various pathways. Notably, child mortality in Cambodia is significantly attributed to malnutrition, exacerbated by inadequate WASH conditions. Malnutrition contributes to approximately one-third of child mortality in the country.
Addressing undernutrition requires a multisectoral approach due to its complex determinants, which include food insecurity, inadequate childcare, low maternal education, poor access to health services, and poor WASH practices. The Royal Government of Cambodia recognizes the economic impact of malnutrition, which results in substantial GDP losses.ย
In 2023, the Council for Agricultural and Rural Development (CARD) developed the National Guiding Principles on Nutrition-Sensitive WASH Interventions, which aims to guide WASH and nutrition integration efforts. The WASH and Nutrition Sub-Working Group also conducted a training needs assessment which identified that for effective implementation, a comprehensive training program is needed to provide technical support and facilitate the practical application of these principles at the community level. Once this training program is developed, a training consultant is needed to implement and assess the training program.ย
Deliverables
Under the supervision of the Acting Team Lead, NCD and Health throughout the Life Course and in coordination with the Vice-Chairperson of the Council for Agricultural and Rural Development, the consultant will perform the following activities:
Output 1: Nutrition-sensitive WASH training program package
Deliverable 1.1: Accepted work plan including timelines for all deliverables
Deliverable 1.2: Contribution to the consultations to formulate practical activities to operationalize the guiding principles for nutrition-sensitive WASH interventions.
Output 2: Nutrition-sensitive WASH training program summary report and recommendations
Deliverable 2.1: Facilitate the nutrition-sensitive WASH training program training based on draft curriculum and materials and develop the summary report which details feedback from participants among members of the WASH and Nutrition Sub-Working Group and other select stakeholders.
Deliverable 2.2: Facilitate the nutrition-sensitive WASH training program training based on draft curriculum and materials and develop the summary report which details feedback from participants (including evaluation) of future trainers from at least two provinces.ย

The consultant is based in Phnom Penh, Cambodia. ย
Travel
The Consultant may be expected to undertake occasional domestic (within Cambodia) duty travel to select provinces related to outputs as needed. Travel dates and destination(s) to be confirmed.
Remuneration and budget
