Purpose of the Consultancy

The Consultant will provide technical support to WHO Cambodia to assist the Council for Agricultural and Rural Development (CARD) of Cambodiaโ€™s WASH and Nutrition Sub-Working Group in the implementation of a national training program for implementing the National Guiding Principles on Nutrition-Sensitive WASH Interventions in two select provinces of Cambodia.

Background

Inadequate access to water, sanitation, and hygiene (WASH) has significant socio-economic and health implications for Cambodian populations and can adversely impact child nutritional status through various pathways. Notably, child mortality in Cambodia is significantly attributed to malnutrition, exacerbated by inadequate WASH conditions. Malnutrition contributes to approximately one-third of child mortality in the country.

Addressing undernutrition requires a multisectoral approach due to its complex determinants, which include food insecurity, inadequate childcare, low maternal education, poor access to health services, and poor WASH practices. The Royal Government of Cambodia recognizes the economic impact of malnutrition, which results in substantial GDP losses.ย

In 2023, the Council for Agricultural and Rural Development (CARD) developed the National Guiding Principles on Nutrition-Sensitive WASH Interventions, which aims to guide WASH and nutrition integration efforts. The WASH and Nutrition Sub-Working Group also conducted a training needs assessment which identified that for effective implementation, a comprehensive training program is needed to provide technical support and facilitate the practical application of these principles at the community level. Once this training program is developed, a training consultant is needed to implement and assess the training program.ย
