Description of the Assignment:
UNDP supports the sustainability of Vanmai Cooperative through the secondary processing facilities, which could include a warehouse, office/coffee shop, and indoor/outdoor structure. Subject to funding availability, the warehouse and indoor/outdoor structure to support the operation will be priorities. The consultant will provide technical expertise to design and oversee the construction of the Vanmai Cooperative’s secondary processing facilities, ensuring compliance with relevant laws, regulations, and UNDP policies.
Specific Tasks:
Task 1: Construction Work Monitoring
· Support the International Engineer consultant in ensuring construction activities comply with technical specification, safety standard, social and environmental regulation.
· Conduct quality assurance and risk management checks and ensure corrective measures are implemented when needed.
· Monitor contractor performance and adherence to contractual obligations
· Provide technical advice and practical solutions to address challenges encountered during construction.
· Assist in the review of construction-related documents, including drawings, bills of quantities, and materials specification.
Task 2: Project Implementation Support:
· Support the coordination and implementation of activities on the project’s site (Xam Neua, Houaphanh province) including supervision and guidance of other project staff, consultants and experts with a view to achieving project results;
· Develop and update project workplan and concept notes for project activities to implemented, including defining roles and responsibilities of key stakeholders and their outputs;
· Mobilizing goods and services to support project activities, including drafting TORs and works/products requirements and specifications;
· Ensuring adherence of project activities to financial, procurement, and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing project timelines;
· Foster relationships with local authorities, NGOs, and other stakeholders to develop cooperative partnerships and project synergies.
· Uploading news and publication materials to the project knowledge portal,
· Ensuring gender is effectively mainstreamed throughout project activities, work plans, budgets, reports, research, analyses, and, where specifically relevant, analyzed in detail;
Tasks 3: Project Monitoring and Reporting:
· Monitoring the progress of implementation of project activities and key event schedules as detailed in the work plan.
· Monitoring of financial resources and accounting to ensure the accuracy and reliability of financial reports;
· Providing inputs to project progress reports (progress against planned activities, update on risks issues, expenditure, and implementation of activities…);
· Assisting in the preparation of activity completion reports;
